DEFINITION
: Newark Board of Education is committed to ensuring exemplary leadership at every one of its schools, which also means ensuring its staff is supported to be as effective as possible at meeting students’ needs. The Office of Policy, Planning, Evaluation and Testing (OPPET) comprises four
Departments:
Testing, Student Information Systems (SIS), Data and Strategic Analytics, and Enrollment. The Director for each departmental team reports to the OPPET Executive Director. The Enrollment team is responsible for management of Newark Enrolls, the city’s universal enrollment process, which ensures equity and transparency in district and participating charter school student enrollment. This work is highly collaborative, and often dependent on the efficacy of partnerships across the OPPET SIS and Data teams, as well as with other central office departments, such as the Offices of Special Education and Bilingual Services.
QUALIFICATIONS AND REQUIREMENTS
Education:
Master’s in Education, Public Administration, Management Science, Statistics, Operations, Organizational Behavior, Sociology, Business or related field from an accredited college or university.
Experience:
New Jersey Department of Education School Administrator Certificate preferred. New Jersey Department of Education Principal Certificate required. New Jersey Department of Education Teaching Certificate required. Three (3) years of supervisory experience. Five (5) or more years of professional management or supervisory experience (preferred). A minimum of seven (7) years of professional, demonstrated experience delivering training, professional development, public speaking and facilitation of meetings and trainings. Five (5) or more years of experience with student enrollment and placement Management experience in an urban school district (preferred). Experience in working with vendors on complex implementation issues and maintenance operations.
BASIC FUNCTIONS AND RESPONSIBILITIES
Direct strategic efforts in the annual processes of recruiting, matching, and registering students in accordance with district and state policy as well as protocols outlined in the Newark Enrolls Memorandum of Understanding. Develop a cohesive strategy in the provision of training to school-based clerks, administrators, counselors, and central office staff on the implementation of the SchoolMint, the universal enrollment platform, and any dependent systems or coordinating modules. This includes the development of manuals, artifacts and resources in multiple modalities to scaffold ongoing staff development regarding the student matching design, system data entry and reporting procedures. Supervise staff who provide direct training and support for school Enrollment clerks. Cultivate positive key relationships with state department of education, city, district and charter school leaders, parents and other stakeholders in the community for the purpose of ensuring equitable access and transparency in the enrollment process. Ensure sound enrollment data management practices across all participating Newark Enrolls partners, and the implementation of accurate matching based on identified priorities, family choice, student need and budgeted seats. Launch and maintain comprehensive public communication strategy regarding Newark Enrolls and district enrollment policies and timelines. Inculcate a culture of ownership for family experience throughout the enrollment arc, including cultivating a solutions oriented approach to customer support Oversee the district’s annual enrollment projections process•critical in determining schools’ annual budget allocations•to ensure school capacity is accurately measured. Lead the design of studies and evaluations to improve programming relative to student enrollment. Collaborate with key stakeholders within OPPET as well as other offices in Academic Services, Transportation, Safety, and Information Technology to optimize operational objectives. Establish and manage support provided to SchoolMint end-users throughout the district either directly or as surge support in the execution of the district’s Help Desk. Oversee the coordination of support from outside vendors in the maintenance and enhancement of the student enrollment system. Perform all other responsibilities consistent with the department’s goals in order to meet the needs of the district schools or other Central Office departments.

Skill in building and leading effective teams to achieve ambitious goals, prioritizing and aligning people, time, and resources to the most important issues Knowledge of Newark’s strategic plan and a passionate belief in district’s commitment to unified systems as a change lever Demonstrated working knowledge of Microsoft Office Suite (Outlook, Word, Excel, Access and PowerPoint), Google Suite and expertise in one or more statistical programming languages (e.g.: SPSS, SAS, R, SQL, etc.).

The salary range for this position is $156,000•$171,000.
