Following a recent reorganization of the Academics Department, TheChief Academic Officer role has been divided into two distinctpositions to sharpen our focus on Student Success and Teaching andLearning. This newly focused CAO position offers an incredibleopportunity to shape the future of curriculum, instruction,assessment, and professional development across the district. Purpose The Chief Academic Officer (CAO) of Teaching and Learning workscollaboratively to set the strategic vision and direction for theinstructional framework and pedagogical approach for WASD academicprograms. This role focuses on advancing the district’s vision foracademic excellence, instructional innovation, and equitablelearning opportunities across all schools. The CAO providesstrategic oversight of curriculum, instruction, assessment,professional development, and federally funded education programs.

This role is critical in ensuring that every WASD student graduatesprepared for college and career. Supervision Received and Exercised Receives general supervision from the Superintendent and workscollaboratively with the executive team, other district and schoolleaders, staff, families and community stakeholders. Exercises direct supervision over assigned management, supervisory,and administrative support staff.

Essential DutiesDuties mayinclude, but are not limited to, the following: Strategic Leadership and Vision Lead the development, implementation, and evaluation of acomprehensive Teaching and Learning framework aligned to theDistrict’s Strategic Plan and Idaho State Standards. Drive initiatives that promote instructional excellence,academic innovation, continuous improvement, and studentsuccess. Monitor and respond to emerging educational trends, research,and legislative mandates affecting curriculum andinstruction.

Curriculum, Instruction, and Assessment Oversight Provide leadership in designing, implementing, and continuouslyimproving high-quality, standards-based curricula for all gradelevels and content areas. Ensure alignment of curriculum, instructional, and assessmentsystems across the district. Support the implementation of effective instructionalstrategies. Lead the development and implementation of system-wideassessments and ensure the use of assessment data to informinstruction and improve student outcomes.

Professional Learning andCapacity Building Design and oversee a comprehensive professional developmentprogram for administrators, teachers, and support staff thatsupports district priorities and best practices in teaching andlearning. Mentor and support school and district instructional leaders tobuild leadership capacity and foster instructional excellence atall levels.

Oversight of Federal and State Programs Lead and manage all aspects of federal and state-fundededucational programs, including but not limited to Title I, TitleII, Title III, Title IV, Migrant Education, and MultilingualLearner programs. Ensure compliance with all federal and state regulations andreporting requirements related to federal program funding. Develop, monitor, and evaluate budgets and plans for federalprograms, ensuring that resources are allocated strategically toadvance instructional priorities and equity goals. Collaborate with internal and external stakeholders to designfederally funded programs that effectively address the needs ofhistorically underserved students.

Data-Driven Decision Making andAccountability Analyze districtwide student achievement and program data toidentify trends, monitor progress, and develop responsive actionplans. Establish performance metrics and implement accountabilitysystems to ensure that instructional initiatives achieve intendedoutcomes.

Access Promote educational access by ensuring that all students,regardless of background, have access to rigorous curriculum,effective instruction, and high-quality supportsystems.

Collaboration and Communication Build strong, collaborative relationships with principals,teachers, district office departments, families, and communitypartners. Serve as a key member of the Superintendent’s executive team,providing leadership, counsel, and recommendations on mattersrelated to improved teaching and learning. Communicate effectively with the Board of Trustees, communitygroups, and the public regarding academic programs, initiatives,and outcomes.

Supervisory Responsibilities:

Directly supervise the Executive Directors, Directors, andCoordinators within the Teaching and Learning Division, includingbut not limited to Curriculum, Instruction, Assessment, and FederalPrograms staff. Provide leadership for District-wide administrators, buildingadministrators, content coordinators, and consultants. Evaluate assigned personnel according to District policies andprocedures.

Minimum QualificationsKnowledge of:

Principles of research-based instructional practices,curriculum development, assessment strategies, and educationalleadership theories. Federal and state education programs, laws, regulations, andgrant management. Principles and practices of program development, planning, goalsetting, oversight, project management, implementation, contractadministration, policy development, and internal controls. Organizational and management practices as applied to theanalysis and evaluation of programs. Principles and practices of leadership, motivation, teambuilding and conflict resolution. Principles and practices of organization, administration, andpersonnel management.

Ability to: Plan, direct, and manage large-scale projects, budgets, andteams with a high level of accountability and effectiveness. Establish and maintain effective and exceptional workingrelationships with those contacted in the course of the work. collaboration, communication, and problem-solving skills. Work with various cultural and ethnic groups in a tactful andeffective manner and ensure commitment to cultural competency,inclusivity, and serving the needs of a diverse studentpopulation. Think strategically and lead systemic change initiatives incomplex educational environments. Analyze problems and data, identify alternative solutions,project consequences of proposed actions and implement educationaltechnology tools. Communicate clearly and concisely, both orally and inwriting. Maintain regular attendance and adhere to prescribed workschedule to conduct job responsibilities.

Qualifications Any equivalent combination of experience and training would providethe required knowledge and abilities necessary to perform the work. Equivalent to a Master’s Degree in Education, EducationalLeadership, Curriculum and Instruction, or related field. Valid Idaho Administrative Certificate. Ten years of progressively responsible experience in K-12education, including five years of administrative leadership rolesat the building and district level. Demonstrated experience in curriculum and instructionleadership, federal program administration, and/or strategicplanning. Proven success in improving student achievement and promotingequity in diverse educational settings. Must have valid Idaho driver’s license and provide owntransportation for job related activities; job-related travelduring the day will be reimbursed at the approved state mileagereimbursement rate.
