QUALIFICATIONS
Master’s Degree from an accredited institution Special Education Certification Leadership Certification At least three years successful teaching experience in special education. At least two years successful experience as a school/district level administrator Valid certification as administrator and/or supervisor Such alternatives or additional qualifications as the Board may find appropriate and acceptable

PERFORMANCE RESPONSIBILITIES
Provides effective leadership in planning, developing, implementing, and evaluating comprehensive programs in areas of responsibility. Develops effective communications system with vendors, school personnel, other district office personnel, and principals, and serves as the primary contact for both programs. Develops system for fiscal responsibilities pertaining to documentation of expenditures, purchase orders, invoices, inventories, and preparation of budgets and amendments. Prepares and submits state and local plans/reports and leads preparation of school and district plans in a timely manner. Demonstrates proficiency in written and oral communication. Interprets, supports, and complies with federal and state laws and state and local board policies. Takes a leadership role in improving education. Demonstrates effective interpersonal skills. Assists in supervising, observing, and evaluating teachers and staff. Additional duties as assigned by the Superintendent. Special Education Plans and implements program goals and objectives for the special education program PK-12th grade while maintaining an awareness of current laws, policies, and regulations pertaining to specific programs. Applies current research and techniques to ensure that all individuals with exceptional needs are appropriately identified, assessed, and provided appropriate education programs and services designed to meet their unique needs. Represents the district in legal proceedings, participates in IEP meetings, discussions, informal conferences, mediations, and due process hearings to resolve issues regarding special education students. Develops and maintains liaison with appropriate governmental agencies and relevant community groups and remains current on legislation pertaining to areas of special education. Assists building level administrators with assigning and scheduling special education personnel. Provides staff development for special education personnel. Participates in the selection of personnel for the Special Education Department. Analyzes and secures contracted services and provides oversight. Collaborates with school administrators and special education teachers for the purpose of implementing and maintaining services and/or programs. Coordinates the acquisition and/or installation of specialized equipment or modifications to classrooms for special education personnel. Evaluates district and school special education programs and monitors the implementation of special education and compliance with regulations in each location. Coordinates with outside agencies to provide services to students and staff for the purpose of offering appropriate services. Proposes district Board Policy/Procedures for special education as needed or required, for the purpose of assuring program consistency and compliance with state and federal rules/laws. Represents the school district as directed at conferences, committee sessions, training seminars, and/or State Department of Education or community meetings. Maintains a high level of knowledge regarding developing special education issues, changes in the laws and case law, and educational methods of educating students with disabilities, for the purpose of managing an excellent special education program. Serves on multidisciplinary teams to address needs of students, including students from special populations, to ensure data-informed implementation of appropriate services, programming, and/or placement. Student Assessment Serve as the liaison between the LEA and SDE. Coordinates all Student Assessment Program activities within the LEA. Attends SDE workshops related to the Student Assessment Program. Works with the Superintendent to develop and maintain strict test security including access to student data and secure storage at school and district levels. Develops and coordinates student assessment procedures and schedules. Works with the system coordinators of Special Education, 504, English as Second Language, and Principals on test administration for students of special populations. Works with SDE on any special student assessment accommodations. Conducts training for Building Test Coordination and Monitors. Conducts/supervises building-level training sessions for Principals, Test Administrators, Proctors, and Calculator Practice Instructors. Works with Principals and Building Test Coordinators to ensure that each testing location is suitable. Receives and accounts for all testing materials in the LEA. Ensures that testing materials cannot be assessed by unauthorized personnel. Maintains inventory of secure testing materials. Distributes, collects, and assigns testing materials to each Building Test Coordinator and completes and signs the appropriate system-level distribution and collection form to account for materials distributed and collected. Coordinates monitoring of assessment schedules, procedures, and monitoring visits. Reports testing irregularities to the Superintendent and the SDE in a timely manner. Packages and returns used answer documents to the appropriate scoring center. Remains accessible to all system personnel during testing days to answer questions and address emergencies. Distributes test results to appropriate personnel during testing days to answer questions and address emergencies. Distributes test results to appropriate personnel within the LEA. Complies and reports assessment results to the superintendent and others as directed. Provides technical assistance regarding the Student Assessment Program to school personnel including test interpretation, data analysis, and utilization. Develop procedures and implement practices for disseminating individual student assessment results to teachers and parents. Assists as needed with the annual Title I needs assessment. Perform other job-related duties as assigned.
TERMS OF EMPLOYMENT
EVALUATION:
Twelve-month position in accordance with the Board’s salary schedule. Performance of this job will be evaluated in accordance with provisions of the State Department of Education and/or Tarrant city Board of Education policy on evaluation of certified personnel. This is an exempt position.
