JOB GOAL
: To provide each enrolled student of secondary school age an opportunity to participate in an extracurricular athletic activity that will foster physical skills, a sense of worth and a knowledge and understanding of the pleasures of sport, and the principles of fair play.
QUALIFICATIONS
: Master’s Degree or above in educational administration from an accredited institution. A valid Alabama teaching certificate in the field of school administration. Five years successful teaching or administrative experience in public education or other equivalent experience as deemed appropriate by the Superintendent. Must meet the suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457 Such alternatives to the above as the Board may require.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of curriculum development, supervision, effective classroom practices and staff development principles Knowledge and expertise in scientifically based strategies and instruction Knowledge of the laws, policies, procedures and practices as it relates to the “Every Student Succeeds Act of 2015.” Knowledge of all Federal laws, policies, procedures and practices as it relates to public education Knowledge of governmental and school system budgeting procedures Ability to demonstrate effective leadership skills Ability to be efficient and effective with Microsoft Office Programs such as Word, Excel, Publisher and Access Ability to communicate effectively either verbally or in writing (including e-mail) Ability to prepare a personnel budget Knowledge of board policies and procedures Ability to use effective public relations skills necessary for the successful implementation of assessment programs, the coordination of committees and collaborative groups and maintain productive relationships among colleagues as well as those supervised Knowledge and ability to use various forms of education technology Knowledge of board and State Department policies and procedures for the administration of all assessments Physical mobility and visual acuity to visit schools and classrooms for the improvement of programs
ESSENTIAL PHYSICAL FUNCTIONS
Coordinate and direct the system’s Federal programs (Title I, Title II, Title III, Title IV, Part A, Title IV, 21st CCLC, McKinney-Vento, School Improvement & Parent Involvement) Facilitate communication and collaboration with parents, community agencies, businesses, schools and state entities to enhance the instructional services provided by Federal programs Assist schools in the development and implementation of Federal programs plans and initiatives Coordinate activities of Federal programs with all instructional programs, grants, and state initiatives to enhance academic achievement at all grade levels Prepare, monitor, report, and evaluate Federal programs budgets, program applications, and inventories in accordance with state and local regulations Utilize appropriate administrative strategies and problem-solving tools to make effective decisions regarding planning, utilization of resources, equitable distribution of resources, service delivery, and evaluation of programs Demonstrate initiative in identifying potential problems and/or opportunities for improvement and take appropriate action Prepare and coordinate evaluations of various Federal programs Supervise assigned personnel, conduct regular performance appraisals, and make recommendations for appropriate employment actions according to current regulations and policies Maintain expertise in assigned areas of responsibility, including laws and guidance, current trends, and best practices Respond to inquiries, directives, and concerns in a timely manner Recommend appropriate policies and procedures to system administration to improve programs and services Prepare or oversee the preparation of all required reports, proposals, and plans and maintain all appropriate records and documentation of Federal programs activities Serve on system, state, or community councils or committees as assigned or appropriate Keep system administration informed of potential problems, initiatives, or program implementation requirements Develop goals and objectives consistent with and in support of system goals and priorities Facilitate, direct, and/or initiate local school and system advisory committees as appropriate for the various components of Federal programs Attend training sessions, conferences and workshops as assigned or appropriate to keep abreast of current practices, programs and legal issues Promote positive collaboration and shared decision-making with system level and local school leadership in the development and implementation of successful Federal programs Cooperate with system administration and school leaders as appropriate to integrate Federal programs with school improvement initiatives, assessment/accountability activities, summer schools, extended day programs, pre schools programs, parent involvement programs, grant writing, personnel recruitment and retention efforts, and leadership training. Consult and communicate with local zoned private schools for participation in federal programs. Assesses schools identified for improvement and/or scoring below state target levels for the purpose of coordinating appropriate district and state support the identified schools. Ensures the participation of all relevant staff in the continuous improvement process and additional intervention requirements. Ensures effective implementation of all components of the continuous improvement process. Organizes and directs all school mid-year reviews. Monitors the progress of targeted improvement plans. Effectively and frequently communicate with schools identified for improvement. Removes barriers that may hinder the improvement process. Has knowledge of all school and district improvement requirements. Coordinates district’s school improvement plan for the purpose of ensuring the plan is aligned with state and federal standards and meets the district’s goals. Develops long and short range plans/programs, strategies, and annual budget for the purpose of ensuring that the district’s resources are effectively utilized in order to implement education policy directives. Evaluates programs and/or projects for the purpose of carrying out and achieving objectives within area of responsibility. Evaluates school improvement grants for the purpose of ensuring program is coordinated and effective. Attend school improvement meetings as required. Collaborates with others for the purpose of facilitating the use of evaluation findings and recommendations to immediate and long range planning and decision making to determine school improvement program’s effectiveness. Assist with writing and reviewing all school improvement grants. Coordinate with the Executive Director of Operations regarding the coding and assignment of personnel funded through Federal sources Coordinate with the Chief School Finance Officer regarding the coding of personnel and all financial/business matters related to Federal funding sources Takes leave time in accordance with Board policy and reports all absences to AESOP in a timely manner Attends work regularly as scheduled and is punctual. TERMS OF EMPLOYMENT
Salary shall be negotiable and paid consistent with the System’s approved salary schedule, which includes but is not limited to, experience and credentials. Length of work year and hours of employment shall be established by the system.

Performance of this job will be evaluated by the Superintendent or his/her designee consistent with the Alabama State Department of Education’s evaluation system.
