The Student Services, Student Accountability and Testing Specialist is responsible for the coordination, administration, and oversight of all state and local testing programs. This role ensures compliance with all testing policies and procedures, maintains accurate student data, and provides essential training materials and documents, as well as support, to school staff. The specialist plays a critical role in upholding test security, maintaining confidentiality, facilitating accommodations, and ensuring data integrity for accountability reporting.
Key Responsibilities:
I.
Test Administration and Coordination:
Serve as a contact for all state and local testing inquiries and logistics. Collect and file Principal Security Agreements. ? Order, manage, and distribute all testing materials, including BOG3, Grade 3 RtA Portfolio, NC Check-In 2.0, ACCESS for ELs headsets, CCRAA, PreACT, WorkKeys, and EOC/EOG materials. Complete necessary surveys and online tutorials, including RTA Survey, BOG3 online tutorial, and Proctor’s/Test Security Guide Trainings. Schedule and manage test windows in NC Education’s Test Window Scheduler for all applicable assessments (e.g., NC Check-In 2.0, Fall EOC, Spring EOC, EOG, RTA, Extend 1). ? Enter shipping blackout dates for holidays and breaks on the TNN ordering page. Oversee the verification of rosters and Student Information Questions (SIQs) for various assessments. Ensure timely submission of all required testing forms, including Non-Diploma High School Form, WIDA Screener Test Ticket Destruction Form, WorkKeys Exception File, ACT Testing Exception File, and 1% Justification Form. Conduct physical and digital testing, including managing WinScan25 and NCTools25 software programs. Post Read to Achieve Web Reports and other relevant files to secure servers. Manage and submit the Economically Disadvantaged Student (EDS) File for December, April, and End-of-Year collections. II.
Data Management and Accountability:
Maintain the accuracy of school information (grade span, address, principal, test coordinator) in EDDIE. Enter and verify accountability data collection dates (ACDE) in NC Education. Identify students eligible for EL Screener and manage uploads to
WIDA AMS.
Distribute and resolve accommodation warnings and information from the Status Viewer, collaborating with Authoritative Source Directors (EL, 504, EC). Review and correct data in Authoritative Source, particularly Status Viewer warnings in ACCTEST, ACCDATA, and MEMBER files; EL Progress Audit Process. Conduct thorough reviews and audits of historical data, math planning, EXPTEST, PREACT, ACT, TDRDROP, CGR, and K3 Audit files to ensure accuracy and compliance. Process data corrections, manage the data correction window sign-off, and address violations. Verify all documentation and enrollment accuracy across all testing platforms. Complete and submit the Beginning of Year (BOY) Checklist. Manage the review and updating of Grade 9 Entry Dates and Merge Demo/DemoRate files. ? Collect and upload exit code documentation for Cohort Graduation Rate Audits. Ensure the TR Process is completed for High School Historical Audits. Submit End of Year Sign Off Documents. III.
Training and Support:
Maintain documentation, training materials, and help deliver comprehensive training sessions for school staff on various testing procedures, including: BOG3 Assessment Guide/Practice Activity-Online Tutorial Guide Training Grade 3 RtA Reading Portfolio Training NC Check-In 2.0 Training Test Coordinators’ Handbook Training Testing Students Identified as English Learners Handbook Testing Students with Disabilities Guide – 2024-25 Online and Paper Test Administrations – Policies and Procedures Training Courses ? Fall Read to Achieve Training CCRAA Training (Grade 10 & 11) PreACT Training ? Fall WorkKeys Training Cohort Graduation Rate Manual Training Fall End-of-Course Test Training WIDA Assessment Training ACT Training – EXTEND 1 – Grade 11 Training Spring EOC, EOG, Reading Grade 3 Retest, NCExtend1 G3-8, 10, and Spring Read to Achieve Training Provide ongoing guidance and support to test administrators and school staff on test security, accommodations, and data collection. Create and manage WIDA secure portal and
WIDA AMS
accounts for new test administrators. Inactivate WIDA secure portal, WIDA AMS, and NCTest accounts as needed. IV.
Policy and Compliance:
Review and ensure adherence to all relevant guides and memos Submit all required documentation to the Regional Accountability Office/State Office. Manage the deadline for reconsideration requests for accommodations or EL supports. Ensure all high schools enter ACT Test Date Selection in ACTNOW. Request and submit ACT-authorized accommodations and/or supports. Review and edit Good Cause Exemption (GCE) File and submit. Review End of Year Processing Guide.
Qualifications:
Associate’s Degree or Certification in Data Management, or a related field, preferred. Proven experience in test coordination, data management, or student services, preferably within an educational setting. Strong understanding of state and federal testing regulations and accountability policies. Exceptional attention to detail and organizational skills. Proficiency in data analysis and reporting. Advanced computer skills, including Microsoft Office Suite (Excel, Word, Outlook) and experience with educational data systems (e.g., NC Education, PowerSchool, WIDA AMS, WinScan, NCTest Admin, Secure Shell/WinSCP). Excellent communication, interpersonal, and presentation skills. Ability to work independently and collaboratively in a fast-paced environment.
