POSITION

DESCRIPTION
TITLE:
ASSISTANT SUPERINTENDENT FOR PERSONNEL

FULL-TIME, 12-MONTH

GLOUCESTER TOWNSHIP CAMPUS

This position will be filled in no less than ten (10) days after the date of this posting.

QUALIFICATIONS

1. Valid New Jersey School Administrator Certificate or Certificate of Eligibility.
2. Demonstrate ability to work effectively in the areas of personnel management, school administration and
supervision of programs and staff.
3. Strong leadership and communication skills.
4. Successfully undergo a criminal history check and proof of U.S. citizenship or legal resident alien status.
5. Meets the health qualifications required of all personnel.

To assist the superintendent by managing the development implementation and evaluation of District activities and processes including but not limited to personnel, data, and technology.

PERFORMANCE
RESPONSIBILITIES:

In the following areas, the assistant superintendent has the general and specific duties listed:

Leadership:

Serve as a key advisor to the Superintendent on staffing and data-driven initiatives.
Participate in District leadership meetings, planning, and policy development.
Lead and support initiatives aimed at continuous improvement, staff recruitment, and effective workforce outcomes for staff and students.
Serve as a Member of the Senior Staff Team.

Personnel:

Administer and update all District policies/regulations.
Assume the responsibility for implementing legal mandates concerning employment practices.
Plan, direct, and participate in the recruitment, selection, and assignment of all certificated and non-certificated personnel.
Evaluate incoming applications and resumes and maintain an up-to-date application file of prospective candidates for all positions.
Responsible for recruitment, hiring, and supervisions of District substitute teachers.
Develop and maintain job descriptions and oversee vacancy announcements for position openings.
Prepare documentation and all required personnel resolutions for Board action.
Submit board agenda information and attend Board meetings; report all human resource-related information.
Supervise the development and maintenance of all personnel records, including personnel data stored by computer services for active and former staff members.
Oversee and monitor all fringe benefits and tuition reimbursement activity with assistance from the Business Office.
Issue contracts and salary notification to staff, recommend personnel for appointment in accordance with approved procedures, certify salary classifications, and verify eligibility for salary guide adjustments.
Conduct exit interviews and collect equipment, keys, etc.
Keep informed about current legislation, bargaining unit trends, and development in the areas of human resource, information management, technology, law decisions, and other areas within the spectrum of the responsibilities of this position and, based on this information, make upgrade recommendations to ensure compliance with local, State and Federal mandates.
Assume responsibility for administration of staff contracts and collective bargaining agreements; and develop recommendation for modification of successor agreements.
Advise the Superintendent of Schools or his/her designee regarding all matters that pertain to the District’s personnel.
Receive, review, record and assist with addressing grievances referred to the Superintendent of Schools or his/her designee.
Responsible for the Global Compliance Network or other similar program and provide the necessary required training for all staff.
Administer State and Federal compliance requirements in employment practices including, but not limited to, Affirmative Action, Equal Employment Opportunity, Americans with Disabilities Act, Family and Medical Leave Act, Fair Labor Standards Act and physical examinations. Serve as the School District Affirmative Action Officer. Conduct investigations and training as necessary.
Responsible for reporting workers’ compensation issues according to insurance procedures, the coordination and follow-up of treatment, any medical billing, salary reimbursement to the district, etc.
Serve as the District Comprehensive Equity Plan Officer and Title IX Coordinator.
Respond to emergencies and needs that arise as requested by the Superintendent.

Finance:

Assist in the development of the budget for the district.
Coordinate staffing needs with Business Office to ensure the maintenance of universal position codes for all district contracted employees and the payroll database is current and consistent with the personnel database.

Other:

Prepare and submit statistical information and all mandated reports related to duties required by County, State and Federal agencies.
Supervise central data systems, information retrieval, and reporting processes.
Conduct observations and evaluation of administrators and teachers, if applicable and as needed, using the school district’s approved evaluation model; conduct evaluations of non-certified staff member, as needed. Coordinate and organize the New Jersey Quality Single Accountability continuous submission, collection of documented evidence and establishment of committees.
Participate in Camden County Transformation initiative meetings and share information with the Superintendent.
Perform all other duties as assigned by the Superintendent or his/her designee.
