GENERAL STATEMENT OF JOB
This is administrative and technical work involving responsibility for carrying out the administrative detail in the management of BOCES financial and operating affairs. Under the direction of the Assistant Superintendent for Business Services & Operations, the School Business Administrator will have managerial responsibilities within the Business Office to provide fiscal oversight and management of the financial operations of the BOCES. Successful candidate will manage Business Office operations by ensuring appropriate delivery and execution of functions including Payroll, Benefits, Attendance, Accounting, Treasury, Accounts Payable, Purchasing, Central Shipping & Receiving, Child Nutrition, Insurance management, and related specialty services. Supervision may be exercised over subordinate personnel.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
Knowledge of BOCES budgeting, BOCES aid, and BOCES service delivery. Good Knowledge of modern “Fund” Accounting. Understands General Municipal Law as applicable to BOCES. Ability to work with auditors and coordinate related activities. Thorough knowledge of modern business administration practices, procedures and equipment. Good knowledge of modern accounting practices and procedures. Working knowledge of budgetary and purchasing practices. Ability to acquire familiarity with the laws, policies, regulations, practices and functions of the BOCES. Ingenuity and resourcefulness in handling administrative problems. Ability to plan and supervise the work of others. Ability to present data and reports clearly and concisely in either oral or written form. DUTIES AND RESPONSIBILITIES
First line managerial support to Business Office staff. Coordination of internal/external audits, including preparation and delivery of required materials. Coordination of the BOCES service requests process and initial budget creation. Ongoing monitoring and management of BOCES budgets. Preparation and submission of BOCES Aid filings and component school districts communications. Preparation of BOCES surplus calculations and subsequent payments to school districts. BOCES Profit & Loss monitoring and reporting. Support for the Audit Committee process, including preparation and delivery of materials. Assistance with the implementation of BOCES Board goals, policies, and strategic plans. Assistance with the creation and successful implementation of Business Office goals. Preparation and submission of BOCES agency level IRS filings (W-2, 1099, 1095-C). Preparation and delivery of school district data and reports (Tax Cap Exclusion, GASB Reporting, etc.). Assistance with accumulation and preparation a financial data for collective bargaining and/or employee terms & condition updates. Assistance with strengthening and implementing effective and efficient financial & budgetary internal processes and controls. Support for the financial needs of BOCES educational programs, leaders and staff. Assistance with financial document preparation of requirements of the Dutchess Educational Health Insurance Consortium and Dutchess County Schools Workers’ Comp Consortium. Prepares financial and statistical information for reports for Board of Trustees, District Superintendent and state authorities Conducts correspondence on matters where policy has been determined. Does related work as required.
EVALUATION
The Assistant Superintendent for Business Services and Operations will evaluate the School Business Administrator’s performance annually.
