Duties and Responsibilities

- Under the general supervision of the Dean of Student Services and in collaboration with key campus constituents, designs, coordinates and/or manages the campus’s basic needs programs for students.
This includes but is not limited to programs such as the College’s food pantry, assisting with the campus’ student parent support program, clothing and supply exchange, emergency aid programs, employment and training programs for food stamp recipients (HINET) and financial literacy programs.
- Performs outreach; supports students’ access to the various programs; creates partnerships with campus partners, other campuses, state and/or city & county agencies and community based organizations. Manages all logistical and/or administrative aspects of the programs as needed.
- Conduct regular meetings with students to formulate and monitor progress towards individual basic needs plans, which include access to resources such as food assistance, financial aid, health services, housing, shelter, and childcare.
- Provide appropriate referrals to campus, university, city & county, state, federal and community resources. Assist students in completing any required processes to access these services; collaborate with counselors and others to integrate students’ basic needs plans into their academic and career plans; keep appropriate notes on student meetings; and follow up as needed..
- Provides leadership for the Basic Needs Office.
Responsible for all administrative aspects of the office. Directs all activities; manages and directs the office’s budget; hires and supervises staff and/or student employees; collects and analyzes data; engages in program evaluation and improvement efforts; authors all required reports including an annual ARPD; pursues grants and/or develops resources as needed.
- Develop and implement a holistic and comprehensive institutional human needs master strategic plan and initiatives for Leeward CC in alignment with the direction of the UH System Student Basic Needs Master Plan. Serve on the UH system basic needs committee.
- Serves as a liaison with University of Hawaii System offices, University of Hawaii Community College offices, to participate in campus and system collaborations, initiative, and outreach to promote basic needs programs.
Work duties may involve evening and weekend hours, and off-campus locations, including inter-island travel.
Other duties as assigned. Minimum Qualifications
Possession of a baccalaureate degree in education, counseling and guidance, human resources, social science, psychology, human development, health, human services, communication, business, science or related field and 3 years of progressively responsible professional experience with responsibilities for providing case management, educational services, counseling, occupational training, or other professional experience with responsibilities for program coordination or management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the support of students’ basic needs and/or in advising students as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with student support programs.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing, spreadsheet and presentation software.
Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Demonstrated ability to work effectively with diverse and underrepresented populations.
Working knowledge of spreadsheet and presentation computer software.
Demonstrated ability to establish, organize and maintain records.
Ability to review student, budget, and operational data, and produce program reports, and discern trends and concerns from such reports.
Ability to work outside normally scheduled business hours including evenings and/or weekends.
Ability to travel independently in a timely and efficient manner to various locations on Oahu and statewide to attend meetings and events.
Desirable Qualifications
Master’s Degree in education, counseling and guidance, human resources, social science, psychology, human development, health, human services, communication, business, science or related field.
Two years of professional experience coordinating or directing educational or social service programs with responsibilities in program management, budget and fiscal oversight, and coordinating services or training.
Experience working in a social service or client benefits programs providing case management and resource referral services.
Experience with basic needs programming.
Relevant experience in an educational / governmental / community program that assists non-traditional and at-risk learners in an academic setting.
Experience working in a community college environment, especially in student services and/or basic needs.
Knowledge of the current trends in holistic support services and/or student success.
