Seeks an outstanding educational leader for the position of
Director of Personnel Development
The Director of Personnel Development provides strategic leadership and management of the District’s human resources operations. This role oversees recruitment, hiring, onboarding, certification, employee relations, discipline, compliance, and staff development initiatives. The Director works collaboratively with District leadership to support a positive work environment and ensure all personnel functions align with legal, contractual, and policy requirements.
Minimum Qualifications:
Valid New York State School District Leader or School District Administrator certification
Valid New York State Teaching Certificate
Minimum 3 – 5 years of school-based or district-level administrative experience
Master’s degree in education
Must have demonstrated ethical leadership and professional integrity
Additional Preferred Qualifications:
Experience as a teacher and administrator
Experience in Human Resources and negotiations preferred
Evidence of flexibility and collaborative work as a leader
Strong collaborative and communication skills
Proficiency in HR information systems and technology platforms
Strong technology skills
Employment Commences:

Essential Responsibilities:
Leadership & Strategy
Serves as a member of the District-level Cabinet
Serves on the contract negotiating teams for all units
Keeps current regarding federal and state governmental statutes, regulations and rules relating to personnel administration; advises appropriate personnel in a timely manner
Interprets and clarifies personnel policies and regulations to all staff and makes recommendations concerning the formulation of policies and regulations
Serves as the investigator for Title IX or employee harassment complaints
Facilitates the implementation of electronic services such as, Recruit Front, School Front, Frontline Absence Management, NVision to coordinate the personnel function in an accurate manner
Serves as the administrator responsible for staff discipline and discharge issues and collaborates with the Superintendent and/or Assistant Superintendents regarding disciplinary issues
Completes staffing reports on an annual basis to ensure accurate staffing levels; provides staffing report for the Board of Education each year
Attends all public Board of Education meetings
Staffing & Recruitment
Collaborates with the Assistant Superintendent for Business regarding staffing, and office budget allocations
Works collaboratively with the Payroll and Benefits manager to ensure salaries and benefits are administrated according to budgetary and contractual considerations
Maintains compliance with EEOC and Human Rights requirements
Monitors the New York State OSPRA fingerprinting process to assure clearance from SED on all staff members
Facilitates the Board of Education personnel appointments and agendas for all staff members; coordinates all personnel postings, transfers, position creation and abolishment
Provides recruitment, selection and on-boarding processes for all positions
Screens qualifications of finalists and negotiate salaries with recommended candidates in compliance with applicable contracts and in collaboration with the Superintendent, Assistant Superintendent and building administrators
Interviews and selects staff for personnel development office, non-instructional substitutes such as teacher aides and monitors; serves on interview committees as needed regarding all positions
Coordinates orientation meetings with all new staff members
Co-facilitates New Teacher Orientation training in conjunction with other district level administrators
Records & Compliance
Establishes and maintains personnel records for all school employees in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, evaluation, transfer, tenure, seniority, paid and unpaid leaves, promotion, and retirement
Develops job descriptions in coordination with other district and building administration and facilitates periodic review of existing job descriptions and maintains a complete file of job descriptions as per Civil Service and Education Law
Completes and submits state and federal mandated reports, as well as surveys or other reports as requested by the Superintendent or the Board of Education
Ensures that all Board of Education policies as they relate to Human Resources are followed
Serves as District Coordinator for the Dignity for All Students Act and provides procedures for investigating reports of harassment and bullying related to students
Oversees the District’s Workplace Prevention Program and requirements
Provides district trainings on confidentiality issues, and other mandated topics as needed
Manages the oversight of the Safe Schools Training program
Ensures all staff members have and maintain appropriate New York State certification
Communicates with legal counsel on disciplinary issues and other personnel issues as needed to ensure legal and contractual compliance
Completes and maintains accurate Preferred Eligible List (PEL) for excessed staff
Oversees all staff attendance, including paid and unpaid leaves, sick and personal time, vacation, and school business days
Records and communicates with individuals about compliance issues and unpaid time; communicates with administrators as needed regarding the attendance of staff members in their buildings
Monitors unemployment claims and attends unemployment hearings as necessary
Employee Relations & Development
Work with administrative and supervisory personnel in the improvement of individual staff competencies
Supports administrators in their work with teachers and other staff members including evaluations, employee improvement plans, and progressive discipline
Coordinates the tenure review process including the preparation of tenure lists and dissemination of this information to appropriate administrators
Coordinates special staff-related events such as the 25-year reception, tenure reception and retirement recognition
Manages and implements the District’s Employee Assistant Program
Facilitates and monitors SAA and CSEA mentoring programs and ensures compliance with NYS regulations
Recommends approval or denial of requested leaves in accordance with the contractual agreements
Completes and updates all district job descriptions
Communicates and collaborates with the local Civil Service Commission for all classified staff positions
Prepares for hearings with various state, federal or other governmental agencies
Serves as the Superintendent’s Designee in grievances from the bargaining units and responds as required
Oversees the maintenance of seniority lists and communicates these lists to the union presidents
Maintains ongoing, collaborative discussions with the union presidents to encourage positive interactions
Ensures that all administrative staff comply with the negotiated bargaining unit agreements
Maintains active substitute lists and ensures substitutes maintain high levels of performance
Communicates with Teacher Registry and substitutes about any substitute issues
Other duties as assigned
