Job Description
The Supervisor of Elementary Special Education serves as a liaison between the Office of Personalized Learning & Related Services and the special education providers at the elementary level. In collaboration with the Student Services Department, the elementary principals, the special education teachers, and the team of related service providers, the Supervisor will ensure appropriate educational supports are in place, timelines are abided by, and students are placed in the least restrictive environment.
This position reports to the Director of Student Services for Personalized Learning and Related Services and works closely with district and school leaders to ensure rigorous, inclusive, and aligned learning experiences for all students.
QUALIFICATIONS
Master’s Degree or higher
PA Certification as Supervisor of Special Education Leadership experience preferred
Experience in the public schools of the Commonwealth of Pennsylvania
Acts 34, 114, and 151 clearances
Such alternatives to the above qualifications that the Board may find appropriate and acceptable
ESSENTIAL FUNCTIONS
In collaboration with the Director of Student Services, sets staffing levels for school special education programs for the purpose of providing services with fiscal efficiency
In collaboration with the Director of Student Services, evaluates elementary Special Education programs and monitors the implementation of special education and compliance including the reliance on data specific to least restrictive environment (LRE) and student growth and performance.
In conjunction with the Director of Student Services, develop, submit, implement and update, as needed, the District special education plan, as required by the Commonwealth of Pennsylvania.
In collaboration with the Supervisor of Secondary Special Education and the Director of Student Services, coordinates Special Education services including extended school year (ESY); and manages matters of conflict resolution in accordance with State and Federal regulations. In collaboration with the Director of Student Services, develop the annual special education budget and oversee spending, including federal and state dollars. Apply for available special education funds (e.g. Contingency Funds, Access monies)
Coordinate Early Intervention Transition
Coordinate and act as Liaison and for Out of District/Alternative Placements
Coordinate and Supervise Low Incident Classroom implementation, instruction, and training
Collaborates with District school principals, special education teachers, and related service providers for the purpose of implementing and maintaining services and/or programs
Directs personnel, including contracted services, for the purpose of delivering a free and appropriate public education (FAPE).
Facilitates meetings and processes, for the purpose of implementing and maintaining Special Education programs and services of the highest quality for the district.
Implements assigned programs and/or projects for the purpose of conforming to district and state curriculum and/or instructional objectives
In coordination with the Director of Student Services and Building Principals, conducts Early Intervention transition planning and evaluation
Serves as the District Representative for high stakes meetings with advocates, parent attorneys, or in situations where a high level of special education and legal expertise is required.
Coordinates with outside agencies to provide services to students and staff, for the purpose of offering appropriate services
Other duties, as assigned by the Director of Student Services
Regular and timely attendance is expected
