Minimum Qualifications:
High School Diploma or GED required, supplemented by coursework, vocational, or technical training in a related field (Associate degree in business or public administration, political science or a related field preferred); supplemented by two (2) years of elections, voter registration, data entry, recordkeeping, or other administrative experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Preference will be given to those applicants with elections or voter registration experience.
Specific License or Certification Required :
Must possess and maintain a valid Georgia driver’s license within (30) days of residency.
Specific Knowledge, Skills, or Abilities :
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to perform administrative, voter registration activities for Fulton County citizens. Responsibilities include coordinating and participating in voter registration programs, processing registration applications, assisting in absentee voting operations, and providing lead direction to assigned staff as required. This classification is distinguished from the Registration Manager in that this class processes incoming registration applications, coordinates high school voter registration, participates in absentee voting operations, and provides lead direction to assigned staff, whereas the latter supervises the absentee ballot program and oversees annex support areas in addition to supervising assigned staff.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Leads and coordinates daily work activities of assigned crew or co-workers: confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and resolves staffing.
Processes voter registration applications:
receives applications and verifies data such as name, address, date of birth, driver’s license, social security number, date, signature; enters data into Georgia Voter Registration System processes name and address changes for existing voters; identifies problems with applications (pending, street, felon, out of county) and makes appropriate notations; participates in scanning of registration signatures and establishes scanning schedules; and follows necessary process to assign registration numbers, stamp, bundle/batch, log, and process. Provides customer service Fulton County voters, out of county and state election registrars by phone or in person: responds to customer inquiries regarding voter registration; receives and processes applications; answers calls and assists or refers to appropriate department or individual; researches required information; initiates follow-up calls as necessary; assists individuals with completion of paperwork; and produces logs of calls and walk-in assistance. Coordinates and participates in high school voter registration and Deputy Registrar Training programs, including planning and organizing activities related to the programs. Compiles and analyzes data, prepares reports, and assists in maintaining street indexes and maps. Coordinates assembly of Elector’s List and verifies for accuracy: accesses and analyzes data from Secretary of State Voter Registration reports; prints reports to analyze individual voter records; updates records with most current data; deletes duplicate records; contacts registrars of other counties to resolve issues with voters located in that county; receives Elector’s List from Georgia Secretary of State Voter Registration office before election; sorts list by precinct and assembles; prepares and affixes seals; and delivers Elector’s List to designated polling locations on day of election. Creates and maintains rejected Absentee Ballot reports/files: enters data into provisional database system; enters registration number, name, address, and reason for rejection of absentee ballot application or ballot; composes rejection letters and envelopes and mails within 2 days of receipt; and creates/updates rejected Absentee Ballot Application and rejected Absentee Ballot Log Report. Performs election night duties as required: may serve as team member for ballot tabulation; may participate in the preparation of payroll for election night workers; and performs other election night duties as assigned.
