About the RoleSpectrum Results is seeking a highly skilled and mission-driven Program Manager to lead the planning, execution, and delivery of professional learning programs aligned with a state-level Specially Designed Instruction (SDI) Framework. This individual will oversee three interrelated initiatives focused on SDI in Mathematics, Social-Emotional Behavior, and Student Engagement. The Program Manager will serve as the primary point of contact with the state education agency, ensuring that all contractual, operational, and educational objectives are met with excellence and integrity.

This position is ideal for a dynamic leader with deep experience in special education systems, a passion for transforming learning environments, and the ability to lead multidisciplinary teams through complex project cycles.

Key ResponsibilitiesProgram Oversight and StrategyLead and manage all phases of program delivery, from planning to implementation and closeout, across three state-level education initiatives.

Ensure alignment of all activities with the states SDI Framework, project deliverables, and best practices in special education and instructional design.

Serve as the key liaison with state education officials and regional education support entities.

Team Leadership and ManagementSupervise and support a diverse internal team including content specialists, curriculum developers, and evaluators.

Facilitate collaboration across SDI content areas, maintaining coherence in planning and execution.

Lead regular internal project meetings and ensure consistent communication across team members.

Partnerships and Stakeholder EngagementDevelop and maintain productive working relationships with state education staff, regional education service agencies, community-based partners, and contracted SMEs.

Represent Spectrum Results in meetings, conferences, and advisory settings, offering strategic insight on SDI systems.

Project Planning and ComplianceCreate and maintain detailed project plans, including timelines, responsibilities, deliverables, and risk mitigation strategies.

Monitor contractual requirements and ensure timely submission of all reports, deliverables, and documentation.

Budget and Resource ManagementOversee project budgets and ensure cost-effective use of resources.

Coordinate with finance and operations staff to track spending, forecast expenses, and support audits if needed.

Quality Assurance and Continuous ImprovementManagement of a Data & Evaluation Specialist to monitor implementation fidelity and impact.

Use data to inform ongoing program adjustments, ensuring responsiveness to stakeholder needs and evolving priorities.

Required QualificationsEducation:

Masters degree in education, special education, public administration, or a related field.

Experience:

Minimum 10 years of experience in education program leadership, with at least 5 years managing complex, multi-stakeholder projects. Direct experience with special education systems and professional development is essential.

Demonstrated success managing state- or federally funded education contracts or large-scale grant initiatives.

Deep understanding of special education service delivery, inclusive instructional design, and the principles of SDI.Proven ability to manage cross-functional teams and external partnerships with clarity and diplomacy.

Preferred QualificationsExperience working with federal or state departments of education or regional educational service agencies.

Familiarity with SDI Frameworks or similar models used in special education reform.

Knowledge of trauma-informed care, Universal Design for Learning (UDL), or Multi-Tiered Systems of Support (MTSS).Excellent facilitation and communication skills, with the ability to synthesize complex information for multiple audiences.
