RESPONSIBILITIES
The Mississippi Department of Education is seeking a dynamic and mission-driven professional to serve as the State Homeless Education Liaison within the Office of Federal Programs. This critical leadership role ensures that all children and youth experiencing homelessness in Mississippi receive appropriate access to public education, as required under the McKinney-Vento Homeless Assistance Act.
The successful candidate will provide strategic leadership, oversee program compliance, offer technical assistance to local school districts, and administer federal funds to support the unique needs of homeless students. The candidate will also be responsible for assisting school districts with additional grants programs administered by the Office of Federal Programs. Candidates should possess strong knowledge of federal education policy, grants administration, and interagency collaboration.
Essential Responsibilities:
- Provide leadership and technical assistance to all school districts in Mississippi regarding the identification, enrollment, and academic success of homeless children and youth.
- Oversee implementation of federal McKinney-Vento requirements at the state and local levels, ensuring educational access and equity.
- Coordinate interagency services to support the academic, health, housing, and mental health needs of homeless students and their families.
- Provide training and professional development to LEA liaisons, school administrators, and relevant service providers.
- Develop and disseminate materials and guidance to inform parents, guardians, and youth of their rights under McKinney-Vento.
- Ensure timely resolution of enrollment disputes in accordance with federal law.
- Maintain effective communication and collaboration with school personnel, shelters, community-based organizations, and state agencies.
- Monitor LEA compliance, provide corrective action guidance, and prepare required state and federal reports.
- Administer and monitor McKinney-Vento subgrant funds, ensuring fiscal accountability and program alignment with approved goals.
- Provide leadership in continuous improvement efforts, policy revision, and strategic planning aligned with the Mississippi Succeeds Plan.

SPECIAL QUALIFICATIONS
- Experience working with vulnerable populations, such as youth experiencing homelessness or in foster care.
- Prior work in or with state education agencies, local school districts, or nonprofit organizations serving at-risk youth.
- Experience working with federal education grants.
EXPERIENCE/EDUCATION REQUIREMENTS
