Description of Work WRC Internal Posting The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals. The North Carolina Wildlife Resources Commission (NCWRC) cannot succeed in its purpose or mission without the support of the public. As such, it is the mission of the NCWRC Wildlife Education Division (WED) to bring an awareness of the importance of the agency, its mission, and its programs to the public; and to engage with and influence those individuals through education and opportunities, so they actively participate in the conservation of the state’s wildlife resources. The Division develops and delivers hunting, angling, and shooting sports education programs and various other conservation outreach initiatives. With educators across the state, one fishing education center, and several shooting ranges, Division staff engage the public by delivering outdoor skills and educational programs that promote the conservation of NC’s wildlife and habitats. Specific programs delivered by the Division include Hunter Education, Archery Education, Fishing Education, the Recruitment, Retention, Reactivation (R3) Program and Conservation Outreach. The hunter education program consists of basic hunter safety certification, advanced hunter skills workshops, the Youth Hunter Education Skills Tournament, and volunteer instructor coordination. The archery education program focuses on National Archery in the Schools Program and coordinates bowhunter education. The fishing education program consists of community fishing events, basic fishing skills workshops, and advanced fishing skills workshops. The Conservation Outreach program focuses on training formal and non-formal educators and wildlife-related public programming. And the R3 program consists of sustained planning and programming that results in maintained participation in hunting, angling, shooting, and other wildlife-associated recreation related to the mission and purpose of the agency. The NC Wildlife Resources Commission is accepting applications for a Development and Evaluation Supervisor (Conservation Program Coordinator III). The primary purpose of this position is to serve as the front-line supervisor of the program development and evaluation team. The Development and Evaluation Supervisor will lead the team in development and evaluation of statewide recruitment and relevancy strategies and programs for hunters, anglers, shooters and other wildlife users. This position will maintain working relationships with staff throughout the agency to accomplish the following: Lead the development and evaluation of the R3 and Relevancy strategy for the agency.
Implement a continuous evaluation and analysis of all division programs.
Develop reports regarding the evaluation status of all division programs.
Supervise and manage the development team. Assist with development, coordination, and facilitation of Commission-sponsored hunting and fishing opportunities.
Develop and maintain agency volunteer recruitment, training, and recognition strategy and assist with the implementation by providing support through curriculum and strategy. Work closely with agency staff to engage and meet their R3 and relevancy needs.
Work closely with representatives from the Offices of Communication, Marketing, and Digital Engagement, Conservation Policy and Analysis, and the Customer Support Section to review license and program data to develop programs and tactics to engage current and new participants in agency programs. This position is
HOME-BASED.
The workstation for this position is in the employee’s home-based office using an agency-provided computer. The employee in this position is expected to provide home office space compliant with WRC and State policies. The incumbent must reside (or be willing to relocate) within 90 miles of the WRC – Headquarters in Raleigh, NC. This position has statewide responsibilities and requires monthly travel, including occasional overnight travel. Assignments and projects may be based across the state. A normal Monday-Friday 8:00 am – 5:00 pm schedule is associated with this position. Knowledge, Skills and Abilities / Competencies To receive credit for all of your work history and credentials, you must list the information on the application form. Ability to establish and maintain effective working relationships with the public and agency personnel;
Management Preferences:
Experience in Recruitment, Retention, and Reactivation (R3) theory and implementation.
Experience in planning, implementing, and measuring the success of R3 programs or public or educational outreach programs at a regional, statewide, or national level.
Special Qualifications/Requirements:
Possession of a valid North Carolina driver’s license is required within 90 days of hire. Candidate must present proof of a valid NC Driver’s License and proof of an acceptable driving record. All offers of employment will be contingent upon successful completion of pre-employment evaluations.
