This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) – Office of Mental Health, Crafts-Farrow Campus, 7901 Farrow Road, Columbia, SC 29203. As the ETR Director, you will provide guidance and direction to the staff assigned to the department. Develops, manages and delivers professional staff development and training programs for the staff in Inpatient Services, Long-Term Care and throughout the Office of Mental Health (OMH). Responsibilities for the ETR Director position include but are not limited to: Responsible for the orientation, training and competency programs for the nursing and pharmacy staff in In-patient Services and Long-Term Care. Also, responsible for orientation and training for the Inpatient Specialty Clinic, Community Residential Care Facilities (CRCF) and Transitions staff members. Develops competency and training programs for other disciplines throughout the Office of Mental Health (OMH) as required to meet regulatory and accrediting standards. Provides supervision and direction to the individuals who conduct the training and the support staff in Education, Training and Research (ETR). Responsible for the budget for ETR. Manages the Ensor Grant. Is the contract monitor for two (2) contracts with outside entities. Ensures compliance with the terms of the contract and payment for services rendered. Maintains documentation in accordance with OMH requirements. Designs, implements, and manages the OMH Mentoring Program which prepares future leaders for the OMH ten [10]-month annual program. Designs, implements and manages the five (5)-part Supervisory Mini-Series that is designed for the new supervisors in OMH (offered twice a year). Manages the Continuing Education Program and develops specific programs for the OMH (provides licensed staff continuing education credits to be used towards re-licensure). Responsible for the overall management of the Pre-Admission Screening and Resident Review (PASRR) contracts with Department of Health and Human Services (DHHS). Monitors DHHS billing from the Mental Health Centers to confirm necessary training is provided to ensure Level II are processed according to guidelines of Title XIX of the Social Security Act to SCDHHS for State PASRR Programs. Completes all required trainings. Fulfills all other duties as assigned. Minimum and Additional Requirements A bachelor’s degree and relevant program management experience. Preferred Qualifications A master’s degree in Psychiatric Nursing. Bilingual abilities in English and Spanish (or another language) are a plus. Additional Comments The selected candidate must have the ability to stand, walk, reach, pull, push, stoop, bend and climb at least two (2) to three (3) flights of stairs and sit and stand for long periods of time. Must be able to lift up to thirty (30) pounds routinely, with the ability to lift up to fifty (50) pounds or more in an emergency. Must have manual dexterity. The South Carolina
