Under administrative direction, the purpose of the position is to plan, coordinate, and oversee the County’s Library System contract and other County library related initiatives. The employee works with considerable independence in the performance of regularly assigned duties, however, the employee may confer with the Assistant County Manager in unusual or highly sensitive matters.
Essential Job Functions

Serves as the single administrative head for the County’s Library System, ensuring that service levels in the library system continue to meet the standards of excellence expected by County citizens and that the library management vendor meets all requirements of the agreement.
Facilitates a successful working relationship with the library management vendor, as well as with the County’s Library Advisory Board and the various Friends of the Library groups.
Regularly visits library facilities to ensure that they continue to meet the standards of excellence expected by County citizens.
Works with the LS&S Library Director and County Administration to identify and implement plans for facility expansion and improvements.
Oversees allmunication and activities related to the Library Advisory Board and their quarterly meetings.
Prepares and oversees all activities related to the submission of the annual State Library Grant application.
Prepares and oversees all activities related to all other library grant application submissions and awards.
Prepares and oversees all activities related to the annual application for E-Rate discounts and reimbursements to the County for library technology expenses.
Prepares and oversees all activities related to the preparation and submission of the annual library budget.
Processes invoices from LS&S to the County requesting reimbursement for various expenses.
Processes invoices from the County to LS&S requesting reimbursement for various expenses.
Prepares and maintains a variety of critical executive/administrative records and reports.
Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Minimum Qualifications

Education:

Bachelor’s Degree with major in Library Science from an ALA-accredited program; or a Bachelor’s Degree with course work in public or business administration, behavioral sciences, or related field, and a Master’s Degree in Library Science from an ALA-accredited program.

Experience:

Two (2) years of full-time paid professional experience in public libraries.

Miscellaneous:

Must possess and maintain a valid Florida Driver’s License.
Knowledge, Skills and Abilities
Ability to facilitate a successful working relationship with the library management vendor, as well as with the County’s Library Advisory Board and the various Friends of the Library groups.
Ability tomunicate effectively both orally and in writing, including public speaking and written reports and memoranda.
Ability to utilize personalputers, standard office equipment, and standard software applications, e.g., word processors, databases, and spreadsheet applications.
