The Job Description General Statement of Duties Performs difficult, professional level work planning, directing, coordinating and supervising the activities of the Carteret County Library system. Distinguishing Features of the Class An employee in this class is responsible for assisting the Library Director in the overall management and operation of the library. Responsibilities include training and supervising staff; collection development, including selection, weeding and merchandising of materials, program development and publicity; interacting with patrons and community groups; and assisting in the daily operation of the library. Departmental supervision is exercised over all personnel within the department in the absence of the Library Director. Work is performed under the direction of the Library Director and is reviewed through observation and public feedback for quality and effectiveness in fulfillment of library objectives as outlined by the Library Director. Duties and Responsibilities Essential Duties and Tasks With the Library Director, oversees the development, implementation, and evaluation of entire library system to ensure excellent customer service through effective staffing; programming; facility maintenance and improvements; finances; marketing; workplace safety and security; and short/long-range planning. With the Library Director, helps to maintain the library’s overall budget that includes establishing priorities, reviewing and approving requests, completing and administering grant applications, and reviewing and approving invoices. Assists with hiring, training, supervising and evaluating staff; helps orient and train employees. Serves as liaison for development opportunities relating to the library in both the public and private sectors and plays a major role in publicizing and expanding awareness and use of the library’s services, resources, and programs to the community though printed materials, social media interaction and attending meetings and functions as a representative of the library. Assists the Director with overseeing library facilities, furnishings, and equipment and interacts with the appropriate County staff for the maintenance of the library buildings. Gathers statics for the annual state report and other reports. Takes responsibility for the operations of the library in the absence of the Director; advises and participates in the library operations, management, human resources management and planning. Additional Job Duties Performs related job duties as required. Recruitment and Selection Guidelines Knowledge, Skills and Abilities Thorough knowledge of library science concepts; library information systems; library policies and procedures library management software; library collection management techniques; and catalog organization. General knowledge of federal, state and local laws governing Library practices. Ability to read, analyze and interpret professional media, financial reports and legal documents. Ability to plan, organize, direct, evaluate and supervise the work of others. Ability to express ideas clearly and accurately orally and in writing. Ability to research and write grants. Ability to prepare and maintain complex financial records, and to prepare and monitor an operating budget. Demonstrated proficiency in the use of computers and word processing and spreadsheet software. Ability to establish and maintain effective working relationships with other County officials, other public officials and representatives, professional groups, employees and the general public. Physical Requirements Work requires the frequent exertion of up to 10 pounds of force occasionally. Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, frequently requires standing, walking and occasionally requires stooping, kneeling, crouching or crawling. Visual acuity is required for close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities. Work has no exposure to environmental conditions. Work is generally in a moderately noisy location (e.g. business office, light traffic). Desirable Education and Experience Master’s degree in library or information science and a minimum of three (3) years of progressively responsible library experience including at least one (1) year of library supervision and administration; or an equivalent combination of education and experience.
