ESSENTIAL DUTIES AND RESPONSIBILITIES 1.
Plan, direct, supervise and coordinate the functions and activities of the York County Parks including maintenance, development, special events, programming, concessions, fund-raising, law enforcement, public relations, environmental education and strategic planning in 11 parks and four museums. 2. Responsible for Park operations 24/7. 3. Promote the Park mission, vision and value statements. 4. Responsible for strategic planning and implementation. 5. Establish short
- and long-term goals for the department.
6. Direct and supervise the work of the five park management unit’s personnel. 7. Establish policies and procedures for the parks including but not limited to rules and regulations, facility rentals, hunting, fishing, permitted activities, standard operational procedures, lease agreements and concessions. 8. Act as liaison between the department and the various related boards by providing assistance (Advisory Board, Trust Board, Rail Trail Authority, Friends Groups). 9. Oversee the administration of the York County Parks Foundation Charitable Trust activities and financial resources. Ensure compliance of records and registration governing non-profit agencies. 10. Administer budget from preparation to implementation. 11. Authorize all major capital improvements and purchases. 12. Collaborate sharing of resources for county-wide efficiencies. 13. Establish park safety policies and procedures that effect employees and visitors. 14. Prepare and administer local, state, federal and private grants. 15. Identify and seek traditional and non-traditional funding for park expansion and improvements. 16. Facilitate communication between user groups and park visitors to provide input on facilities, activities, policies and procedures. 17. Work in cooperation with county engineer, inter-municipal officials, planning commission on various park projects. 18. Responsible for holding self and staff accountable for exceptional customer service through strict adherence to York County Policies and Procedures. 19. Work with County Risk Manager on park related issues. 20. Consult and coordinate with vendors, sub-contractors, and other professionals. 21. Review, report and provide recommendations to County Administrator on special initiatives and projects. 22. Work in cooperation with the Board of Commissioners directives and initiatives. 23. Investigates and resolves complaints. 24. Possess a valid PA Driver’s License. 25. Other duties as assigned. Essential Requirements
ESSENTIAL REQUIREMENTS
Must possess a bachelor’s degree in Park Administration, Environmental Sciences or related field or equivalent combination of experience, education and training. A minimum of ten years in supervisory role is required. Working knowledge in areas of natural resource management, marketing, fundraising, program administration, facility maintenance and law enforcement. Establish and maintain cooperative relationships with other governmental agencies, business partners and public. Must demonstrate good organizational and communication skills.
