Job Description Elwyn is currently seeking a Regional Director to provide programmatic oversight and administrative supervision of preschool Early Intervention services in an assigned region in the City of Philadelphia. This role takes actions driven by the specific demands and needs of the community, such as addressing the developmental and educational requirements of children with disabilities and delays, ensuring timely access to services, and responding to the unique challenges faced by families in the region. Additionally, the Regional Director balances these needs with fiscal responsibility, ensuring efficient use of resources to maximize impact. The Regional Director collaborates with other Regional Directors on city-wide initiatives to ensure consistent implementation and develops strategic plans aligned with Elwyn’s Early Learning Services mission and vision.

DUTIES AND RESPONSIBILITIES
Strategic Leadership and Vision:
Develop and Implement Strategic Plans:

Create and execute strategic plans that align with the organization’s mission and goals, focusing on long-term growth and sustainability

Drive Organizational Change:

Lead initiatives to drive organizational change, fostering a culture of continuous improvement and innovation

Fiscal and Budget Management:
Oversee Budgeting and Financial Planning:

Manage regional budgets, ensuring financial resources are allocated efficiently and effectively to meet organizational goals

Financial Accountability:

Ensure compliance with financial policies and procedures, and provide regular financial reports to senior leadership

Performance Improvement:
Enhance Program Quality:

Implement performance improvement plans to enhance the quality of early learning programs, using data-driven approaches to measure and improve outcomes

Monitor and Evaluate Performance:

Regularly assess program performance and staff effectiveness, using metrics and feedback to drive improvements

Operational Excellence:
Optimize Operations:

Streamline operations to improve efficiency and effectiveness, ensuring that resources are used optimally

Risk Management:

Identify and mitigate risks to ensure the safety and well-being of children and staff

Daily Operations Management:

Ensure daily operations for the assigned region, including intake, Multi-Disciplinary Evaluation (MDE), Administration, Service Coordination, Data, Billing, service providers, and contractors, and Parent Partners

Stakeholder Engagement:
Build Relationships:

Foster strong relationships with key stakeholders, including families, community partners, and regulatory agencies

Advocacy and Representation:

Represent the organization at community events, conferences, and meetings to advocate for early learning services and support

Stakeholder Communication:

Maintain regular communication with community agencies, referral sources (including Head Start, ECE, School District), parents and caregivers, and funding sources

Staff Development and Leadership:

Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline, and termination

Compliance and Quality Assurance:
Ensure Regulatory Compliance:

Ensure that all programs comply with local, state, and federal regulations, as well as organizational policies and standards

Quality Assurance:

Implement quality assurance processes to maintain high standards of service delivery

Compliance and Knowledge Maintenance:

Maintain current knowledge of Early Intervention regulations and standards, including Chapter 14, Part 300, IDEA, Act 212, and ensure appropriate application across the region

Innovation and Best Practices:
Promote Best Practices:

Stay abreast of the latest research and best practices in early childhood education, and integrate these into program development and delivery

Innovative Solutions:

Encourage and implement innovative solutions to address challenges and improve service delivery

Additional Responsibilities:

Ensure the implementation of culturally competent services and supports to families and children within the assigned region
Participate in the dispute resolution process
Perform other duties as assigned

QUALIFICATIONS, EDUCATION AND EXPERIENCE

Bachelor’s degree in education or human services; master’s degree preferred
Current Pennsylvania Department of Education certification in Special Education preferred
Ten (10) years’ experience in an educational setting developing, writing, and implementing IEPs preferably in preschool/early childhood
Seven (7) years’ supervisory experience
Demonstrated ability to manage large-scale projects and implementation across a department or region, which includes monitoring and oversight of outcomes
Non-profit human service experience highly preferred
Demonstrated deep working knowledge of federal and state Special Education regulations including Chapter 14, Act 212, and

IDEA 2014

Working knowledge of current issues in early childhood education, including best practices and special education methodologies as they relate to Early Intervention
Demonstrated ability to work effectively as part of a team
Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
Demonstrated strong attention to detail
Demonstrated strong time management and organizational skills
Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication
Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; report-writer experience preferred
Experience using Electronic Record Systems
Must possess a current, valid driver’s license in state of residence, have a minimum of two (2) years of driving experience within the United States, and have an acceptable driving record
