The Child Care Health Consultant works with childcare directors, childcare facility owners, caregivers/teachers, healthcare professionals, families, and community partners to ensure optimal health for young children and to reduce the risk of illness and harm to children in childcare. They provide technical assistance and employ a variety of strategies to achieve these goals. By establishing trusting relationships with all involved partners, the
CCHC:
Works collaboratively with childcare facilities to assess, plan, implement, and evaluate strategies to achieve best practices and high-quality, safe childcare environments with a focus on improving childhood nutrition, immunization rates, outdoor play and learning, safe sleep practices, emergency preparedness and response, and injury and communicable disease prevention. Acts as a liaison to other health professionals and community service agencies by offering health education, community information, and referral resources to facilities and families. Advocates for young children by serving on local, regional, and statewide committees that influence the healthy growth and development of children. Works closely with assigned CCHC Coach for guidance and pursues professional development opportunities. Maintains active Child Care Health Consultation status by meeting the requirements in the CCHC Standards of Practice. Essential Functions Act as a resource and advocate for licensed childcare facilities (80%) This employee will strive to provide support and resources to childcare facilities in Chatham County. Priority will be given to populations that are determined to be at risk, low-income, and/or medically underserved. The employee accepts referrals and schedules visits with appropriate personnel. The work involves specialized knowledge in childcare health and safety. This employee provides consultation and health and safety assessment for children in childcare facilities. Duties include but are not limited to: Provides health and safety guidance to improve health knowledge and skill development of early educators; Recommends improvements in childcare center programs to maximize the enrichment and development of the children attending the facility; Interprets statutory and administrative rule requirements for licensing; provides technical assistance to achieve compliance; Conducts assessments and creates action plans related to child health and safety; Provides training and technical assistance for childcare providers, parents, and children based on identified needs and in support of a facility’s quality improvement planning; Provides health and safety resources to parents, childcare providers, and community agencies; Gathers and submits program-related data and quarterly reports to funding agency, the Smart Start/ Chatham County Partnership for Children, and is responsible for ongoing data collection and reporting using the NC Health and Safety Assessment and Encounter Tool; Acts as a liaison to local health professionals and community service agencies by offering health education, community information, and referral resources to facilities and families; Establishes and maintains ongoing working relationships with other professionals offering technical assistance in early care and education settings; Advocates for young children by actively serving on and coordinating with local and regional committees that support the healthy growth and development of children; Applies for grant funding to use for childcare programs receiving long-term intensive technical assistance; Epidemiology (10%) Participates in community education regarding communicable disease requests with a concentration in childcare facilities; Promotes prompt notification of reportable communicable diseases to public health by local childcare facilities; Serves as Public Health liaison for childcare facilities in Chatham County during disease outbreak events. Assists with information gathering and dissemination of information; Attends epidemiology team meetings and reports trends in communicable disease-related activities found in childcare; Assist with ensuring that childcare immunization requirements are met in licensed childcare programs; Continuing Education (5%) Participates in continuing education to enhance professional knowledge; Attends departmental meetings as required; Special Projects (5%) Participate in the Chatham County Community Assessment process that occurs every three years; Interpret community assessment data for childcare and child health areas and develop goals, objectives, and strategies based on these data; Other duties as assigned Assist, as needed, with additional tasks assigned by the HPP Division Director to advance the mission of the Health Department as it relates to childcare health, such as responding to a public health emergency in a childcare setting or addressing emerging public health issues that affect childcare environments. Minimum Qualifications Licensed health professional (ADN or BSN); or a master’s degree in public health education or in public health with a major in public health education; or a bachelor’s degree in health education with a major in health education or related field such as community health or health promotion and two years of experience in public health education or a related field; or a bachelor’s degree and at least three years of experience in public health education, experience must include working primarily as a public health educator within the last five years. Certified Health Education Specialist (CHES) designation is preferred. Experience working with children and their families is preferred. Knowledge, Skills, and Abilities Experience providing group training and knowledge of adult learning strategies; Strong written and oral communication skills; Strong organizational skills and attention to detail; Completed or be willing to complete the NC Child Care Health Consultant Course; Ability to use or learn new technologies for assessment and training; Knowledge and skills related to public health theory, practices, principles, and techniques; Experience working with children and their families; Ability to work effectively with individuals and groups on all educational levels; Knowledge of or ability to seek out information on how to recognize and report suspected child maltreatment, infectious diseases, and how to make referrals for community health, oral health, mental health, medical home, and health insurance needs; Must be knowledgeable in the following areas: Early care and education State standards, laws, and regulations National child care health and safety performance standards Childhood health, development, and special health care needs Childhood nutrition Ability to establish and maintain effective working relationships with childcare personnel, advisory groups, community stakeholders, county officials, department heads, peers, associates, and the general public. The CCHC should have knowledge of pediatric and community health, health education, and early care and education. It is essential that the individual is self-motivated and able to work in an independent role. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking, hearing and repetitive motions, frequently requires touching or feeling and occasionally requires standing, walking, climbing, balancing, reaching, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally performed in a moderately noisy location (e.g. business office, light traffic). Physical effort is required 2-3 times per week to lift and carry audio-visual equipment and other materials as needed for childcare programs and activities. This position requires night/evening work on a regular basis that may be hazardous when traveling at night or in unfamiliar areas or in a county vehicle. Special Requirements Must possess a valid North Carolina driver’s license. Must possess a current license from the NC Board of Nursing. Must attend and complete the following training upon hire: NC CCHC Required Training, Medication Administration in Childcare, Emergency Preparedness and Response for Childcare, ITS
