DESCRIPTION

The Energy Efficiency Manager (Manager) serves as a key staff person in the Governor’s Energy Office (GEO), the state of Maine’s designated energy office and serves as the primary advisor to the Governor on energy issues. The Manager provides leadership, support and policy analysis on energy topics related to the buildings sector in Maine. Maine has set ambitious climate and energy goals, which include a focus on modernizing Maine’s buildings to be more energy efficient and resilient to increase affordability and reliability for Maine people and businesses. The Manager will advise the GEO Director and Deputy Director on matters related to the built environment, energy matters, and decarbonization, including: + Managing the GEO’s policy analysis and making recommendations related to the built environment, as well as transportation, fuels and other energy demand-side sectors, to the Director. + Managing GEO federal grants related to energy efficiency, in coordination with state partners, including those awarded through the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) programs. + Supporting engagement with Efficiency Maine Trust, the Maine State Housing Authority, the Public Utilities Commission, utilities, municipalities interested stakeholder groups and other entities to achieve the state’s buildings and transportation goals. + Leading GEO’s engagement and outreach related to advancement of the state’s building energy code through the Maine Uniform Building and Energy Code, including tracking and partnering with others to advance adoption, implementation, training and compliance. + Leading GEO’s Leading by Example engagement and coordination with relevant state agencies and supporting the state’s energy engagement with municipalities. + Supporting related working groups, including the Maine Climate Council’s Buildings Working Group. + The Manager will also research, advise and coordinate as required on legislative matters, municipal engagement, utility and industry outreach, and across state agencies to meet the state’s goals. This position, under the direction of the Director, will also engage with national and regional organizations that are active on these issues including the National Association of State Energy Officials (NASEO), Northeast Energy Efficiency Partnership and others that are advancing policies and sharing best practices.

CANDIDATES MUST HAVE

+ Knowledge of energy efficiency policy ideally in Maine and New England. + Experience in building performance, architecture and design, transportation infrastructure, or related fields. + Excellent analytical and research skills. + Experience preparing research, analysis, and other data in reports or studies for public consumption. + Experience with stakeholder engagement and working with municipalities.

JOB TASKS

+ Provide support on a variety of topics that come before the GEO. + Monitor and support the office’s activities related to a variety of entities and forums such as the Maine PUC, Efficiency Maine Trust, the state’s building code board and others as needed. + Engage directly with stakeholders including utilities, the efficiency industry, and municipalities. + Monitor and track policy development and project deployment across New England and other markets to inform the state’s policy. + Lead and support efforts around special projects and energy policy studies that seek to meet legislative requirements or priorities of the

GEO. KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED

+ Experience and understanding of the buildings, transportation and fuels sectors + Experience with energy markets and energy regulatory proceedings + Strong communications and writing skills, and ability to communicate effectively with both internal and external audiences + Strong interpersonal skills and ability to work as a member of a diverse and inclusive team. + Strong organizational skills, including project and task management, and the ability to multitask and prioritize. + Candidates with professional proficiency in additional languages are encouraged to note this in their application. + Proficiency in Microsoft products – Excel, Word, and PowerPoint. + Team-orientated work style, with the ability to be flexible and work under deadlines. + Ability to work in Augusta, Maine and travel throughout the state as necessary and appropriate.

MINIMUM QUALIFICATIONS + A

Bachelors’ Degree in Engineering, Economics, Business, Public Administration or a related field and at least five (5) years of directly related training, education and/or professional level experience in which may include experience in energy policy and program development, analysis and implementation.
