May direct the work of other lower-levelprofessionals in the context of a project, process, or program. Themajority of time is spent overseeing technical design,implementation, or delivery of projects, processes, or programsusing technical skills acquired through advanced education orequivalent work experience. This job family is responsible for theengineering and technical operations of the organization andmanaging or performing research and development. Activities includeundertaking research, design, and development activities to improvethe organization’s products and services; designing, constructing,testing, and operating equipment; ensuring that standards ofquality, cost, safety, reliability, timeliness, and performance aremet in production processes; interpreting plans, drawings, andspecifications; developing and testing theories on the propertiesof materials and ingredients under various conditions; andscientific research or quality testing in a laboratory environment.

Positions in this sub-family design product components or portionsof a functional system as part of a broader engineering solution.

Activities include: creating layouts and detailing mechanisms,structures, and parts for a major/more complex product component,portion of a functional system/manufacturing operation, ortechnically advanced prototype; researching ease of manufacture,availability of materials and equipment, interchangeability,strength-weight efficiency, etc. and preparing cost studies forassigned components; using Computer-Aided-Design/Engineering(CAD/CAE) software during the conceptual design process;identifying design errors, omissions, and other deficiencies, andrecommending revisions and/or improvements in design layout toengineers or designers.
