Major Functions The County of Volusia is seeking a Right of Way Specialist I/II for the Engineering & Construction division. This position will be located in DeLand, Florida; and will be responsible for professional work in all phases of real property acquisition and disposal for the County of Volusia.

Right of Way Specialist I:

Performs complex technical and research tasks to support the acquisition, lease and sale of real property including reviewing legal descriptions; preparing legal instruments; preparing contract documents, requisitions and payment vouchers; conducting title searches and abstract research; processing applications for abandonments, vacations, special assessments, Murphy reservations, and right of way releases. Establishes and maintains all pertinent records and files. Assists the County Attorney’s Office in condemnation proceedings, land donation and real estate closings. Provides right of way information to the public, divisions, departments, and other public agencies.
Coordinates changes to construction plans with the design group; verifies title insurance and obtains subordinations; prepares and records all documents; and maintains parcel database and right of way management reports. May negotiate contracts with right of way consultants. Researches and provides project-related information to consultants and conducts regular progress meetings.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
Performs other duties as assigned.

Minimum Requirements Right of Way Specialist I:

Bachelor’s degree in Finance, Business Administration, Real Estate or related field and one (1) year of experience in right-of-way administration; sale, acquisition or appraisal of real estate; real estate title searches and abstract preparation. Must possess a valid driver’s license at time of hire. Must obtain a valid Florida driver’s license within 30 days of hire and maintain thereafter. A comparable amount of education, training, or experience may be substituted for the minimum requirements.

Right of Way Specialist II:

Bachelor’s degree in Finance, Business Administration, Real Estate or related field and two (2) years of experience in right-of-way administration; sale, acquisition or appraisal of real estate; real estate title searches and abstract preparation. Must possess a valid driver’s license at time of hire. Must obtain a valid Florida driver’s license within 30 days of hire and maintain thereafter. A comparable amount of education, training, or experience may be substituted for the minimum qualifications. Knowledge, Skills & Abilities

KNOWLEDGE, SKILLS AND ABILITIES
Right of Way Specialist I:

Able to interpret legal descriptions. Able to perform complex research tasks. Able to write and review legal descriptions and to prepare legal instruments. Knowledge of basic real estate practices and principles. Knowledge of map reading and preparation. Able to manage a project.

Right of Way Specialist II:

Knowledge of basic computer software including Microsoft Word, Excel and Access.
Knowledge of and ability to use Adobe and GIS software.
Knowledge of real estate practices and principles. Knowledge of basic surveying practices and map reading.
Knowledge of appraisal methods and practices and property values in the County.
Knowledge of requirements of forms, content and recording necessary to validate the documents involved in real estate transactions.
Knowledge of real estate title search and verification.
Ability to understand technical documents relating to property.
Ability to review and interpret legal descriptions.
Ability to perform complex research tasks.
Ability to read and prepare contracts, property conveyance and other legal documents.
Ability to conduct negotiations.
Ability to manage a roadway acquisition project.
Ability to work independently.
Ability to work under stressful conditions.
Ability to interact effectively with others.
Ability to communicate effectively both orally and in writing.
Must be able to relocate to other county locations based upon operational needs.

ADA REQUIREMENTS
Physical Demands:

Ability to lift, carry, push or pull objects weighing up to 10 lbs. Ability to reach, hear, talk, walk. Visual acuity (depth perception and peripheral vision) necessary to operate a motorized vehicle. Manual dexterity. Ability to traverse undeveloped/uneven terrain.

Ability to read and comprehend legal documents, ordinances, statutes; instructions, letters, and summaries; maps, plats.
