Salary range based on expertise and experience This position is responsible for the review of Professional Civil Engineer private development project designs, specifications, and construction details for compliance with City, State, and Federal standards, and implementation and management of Capital Improvement Projects. Essential Job Functions Reviews the water resource design of private development projects and capital improvement projects for compliance with city, state, and federal standards; makes recommendations to management and professional engineers regarding such project designs; answers questions regarding projects, engineering, specifications, and construction details.
Completes City of Savannah private development water and sewer approval forms, which include water meter requirements, fire flow requirements, backflow requirements, sewer grease trap/interceptor/pretreatment requirements, determination of water and sewer connection and tap-in fees, and determination of other water and sewer service system requirements as required.
Assist in the development, calibration, updating, and use/interpretation of city water and sewer models.
Manages the planning, design, bidding, construction, and close-out of water and sewer capital improvement projects to ensure projects are completed on schedule and within budget.
Reviews the design of capital improvement projects for compliance with city and design standards; makes recommendations to management regarding such projects; answers questions regarding projects and engineering.
Tracks detailed expenditures for professional construction services to ensure the work is completed within the approved budget.
Utilizes modern data management and analysis methods and tools to perform system analysis and make recommendations on capacity, system improvements, and system operation.
Completes State EPD delegated authority documentation for annual water and sewer reports
Inspects construction; coordinates with assigned Construction Inspectors; provides advice and guidance to contractors.
Assist in the preparation and approve Water and Sewer Agreements, Intergovernmental agreements, and Restrictive Covenants for legal review
Prepare water and sewer concurrence letters,
Tracks detailed expenditures for professional construction services to ensure the work is completed per the required specifications and within the approved City of Savannah budget, where required.
Prepares correspondence, memoranda, and reports; updates project status reports and computerized project management system.
Reviews submittals, requests for information, technical reports, laboratory analysis, and coordinates with the contractor and engineer of record during the construction process.
Prepares Request for Proposals, Invitation for Bids, construction contracts, and technical specifications for upcoming projects; evaluates bids and proposals; recommends award; and executes contract.
Ensures contracted engineering and construction services and designs follow the city’s procurement policies and standards.
Ensures projects are completed in compliance with the city’s Minority and Women Business Enterprise program as required.
Coordinate survey and operations teams to gather accurate field data.
Supervise assigned department employees who are assisting with the completion of the above tasks, including inspection, assessment, and maintenance of water and sewer infrastructure.
Performs other related duties as assigned. Minimum Qualifications Bachelor’s Degree in Civil Engineering with four (4) years of engineering management experience, including personnel management and administration experience; or an equivalent combination of education and experience. Requires a Georgia Professional Engineers license or can be acquired within 8 months. Must possess and maintain a valid state driver’s license with an acceptable driving history. Additional Requirements Background investigation, including supervised drug screen, post-offer/pre-employment medical screen, and verification of education, certifications, and licenses required prior to employment. SUPERVISORY CONTROLS
The Water Resource Planning and Engineering Sr. or Assistant Director assigns work in terms of Water Resource goals and objectives. The work is reviewed through conferences, reports, and observation of capital improvement project activities.
GUIDELINES
Guidelines include engineering standards, city policies and procedures, city specifications, city codes, and state and federal regulations. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY
The work consists of varied Water Resource civil engineering and project management duties. The number of ongoing projects contributes to the complexity of the position.
SCOPE AND EFFECT
The purpose of this position is to review private development projects. Successful performance in this position contributes to effective and efficient water resource systems.
