Job Description About us: The Engineering Department staff is comprised of engineers, surveyors, construction inspectors, technicians and office personnel, and the Department provides many services to the public and other departments within the City government. The main focus of these projects are the design and project management of city-initiated water, sewer, and storm drainage line extension and replacement projects, as well as street resurfacing, sidewalk and greenway projects, and city facility improvements. Additionally Department staff members play a critical role in the review and inspection of developer-initiated residential and commercial projects.
What you will do:
An employee in this role manages public infrastructure projects from design through completion, performing professional engineering tasks and overseeing consulting engineers. Responsibilities include preparing plans and cost estimates for roadways, sidewalks, water/sewer lines, storm drainage, and bike/pedestrian infrastructure. The role involves coordinating surveys, utility impacts, rights-of-way, easements, and ensuring compliance with specifications and regulations. The employee collaborates with consultants, contractors, inspectors, and internal departments, tracking project budgets, timelines, and approvals while resolving issues during design and construction. Duties also include enforcing soil erosion ordinances, managing street resurfacing and safety policies, conducting performance reviews, and leading transportation-related projects such as transit plans, greenways, and intersection improvements. This FLSA-exempt position serves as a Project Manager for consultant-led designs and city infrastructure initiatives.
Examples of Duties Project Design & Planning:
Develop designs for roads, streets, water/sewer lines, storm drainage, traffic control, and erosion control projects.
Coordinate intersection and pedestrian improvement plans with State and Federal agencies.
Analyze and interpret survey data, working closely with survey crews for data collection.
Documentation & Compliance:
Prepare bid specifications, cost estimates, easement maps/descriptions, and water/sewer and erosion control specifications.
Review work from professional engineers for adherence to City standards.
Obtain necessary permits for project applications.
Construction Coordination:
Collaborate with inspectors and contractors to oversee project inspections, resolve conflicts, and address questions on plans, materials, and workmanship.
Review contractor pay requests based on work progress.
Communication & Public Relations:
Provide technical guidance to contractors and the public, fostering constructive communication to achieve project goals.
Conduct pre-construction meetings to clarify project components and expectations.
Support & Research:
Assist other departments with project designs and cost estimates.
Investigate and evaluate the performance of existing public utilities and infrastructure.
Additional Duties:
Perform any other related duties as required to support City engineering and infrastructure initiatives.
Qualifications Engineering Knowledge:
Thorough understanding of civil engineering practices, principles, and concepts.
Expertise in municipal infrastructure systems, including water/sewer lines, stormwater drainage, roadways, and traffic control systems.
In-depth knowledge of bike and pedestrian improvement plans and standards such as FHWA, PROWAG, ADA, MUTCD, and USDA Trail and Walkway Design Standards.
Familiarity with NCDOT and FHWA guidelines for externally funded projects and NCDEQ Land Quality rules.
Technical Proficiency:
Proficient in Autodesk Civil 3D CAD software, Microsoft Word, Excel, and related office applications.
Skilled in GPS and GIS mapping, electronic data collectors, and associated software.
Project Management:
Considerable knowledge of project management techniques for efficient, timely project completion.
Strong ability to employ project management principles and techniques effectively.
Communication and Collaboration:
Skilled in resolving conflicts with inspectors and contractors and answering technical questions.
Adept in public relations, conducting pre-construction meetings, and fostering agreement on project components.
Strong negotiation skills to manage contracts and agreements.
Demonstrates ability to achieve cooperation and foster collaboration across teams.
Personal Capabilities:
Able to impart technical knowledge and experience to contractors and inspection personnel.
Pays meticulous attention to detail and excels in organizing complex tasks.
Proven ability to establish and maintain effective working relationships with employees, other departments, and the public.

Minimum Qualifications:
Bachelor’s Degree in Engineering with 3 years’ experience with public infrastructure design and project management or Associate’s Degree in Engineering with 7 years’ experience with public infrastructure design and project management Valid Driver’s License

Experience using CAD software packages
North Carolina License as a Professional Engineer (PE) or the ability to obtain North Carolina licensing within 6 months of hire to be considered for Civil Engineer II position, may be considered for a Civil Engineer I position without registration as a PE in North Carolina
Preferred Qualifications:
Bachelor’s Degree in Civil Engineering
Previous experience working with a municipality or other public agency

D Supplemental Information Physical Requirements and Working Conditions:
Work in this class is described as light, using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks.
Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, walking, fingering, talking, hearing, and repetitive motions.
