Description Performs difficult professional work related to the planning, designing, design review, permitting, construction, and administration of a variety of solid waste facilities and enforcement of policy. Work is performed under the supervision of the Solid Waste Operations Manager. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions Examples of Duties Provides technical, financial, and engineering assistance to solid waste staff.
Provides value engineering to design projects.
Provides cost/benefit analysis for budgetary and capital projects
Provides reviews of site/construction plans and specifications for compliance with established codes, standards, technical specifications, policies, permit, and sound engineering principles.
Operates and maintains landfill GPS management system
Performs and oversees various environmental tasks in accordance with regulatory requirements.
Oversees and coordinates the operations, maintenance and reporting of various environmental control systems
Prepares a variety of reports.
Supervises various solid waste projects, directs and reviews work of assigned staff.
Performs a variety of other duties for the Solid Waste Division as directed. Typical Qualifications Knowledge, Skills and Abilities Thorough knowledge and experience in construction management, contract administration, stormwater design principles and landfill design and permitting; thorough knowledge of the principles and practices of modern civil engineering methods and techniques; thorough knowledge of computers and software; thorough knowledge of modern land survey systems, methods, and techniques; thorough knowledge of the principles, practices and techniques of computer aided drafting; ability to effectively work with employees, contractors, City, State, and Federal officials, and the general public; ability to prepare technical reports and communicate both orally and in writing. Education and Experience Bachelor’s degree with coursework in Civil Engineering, or related field and extensive experience engineering, design, construction and maintenance of solid waste facilities or related large earthmoving type projects, dealing with the public, or equivalent combination of education and experience. GIS and computer aided drafting experience desired. Physical Requirements This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires repetitive motions and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration, and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is occasionally in a loud noise location (e.g. earth moving equipment, heavy traffic). Supplemental Information Special Requirements Applicant must have passed the Fundamentals of Engineering exam and must be eligible for registration as a professional engineer in the State of North Carolina or ability to obtain registration. Job retention will be contingent upon obtaining a Professional Engineering license issued by the North Carolina Board of Examiners for Engineers and Surveyors within one year of employment.
