Job Description Pay Rate:
$110000 to$140000 per year.

PositionPurpose:
This position is responsible to develop, implement andmanage capital improvement projects related to water facilitiesincluding water treatment upgrades, pump stations, storage tanks,pipelines, and other facilities, and wastewater upgrades related towastewater plants, lift stations and the collection system. Leadsas project engineer for water and wastewater system additions andmodifications working closely with company personnel inaccomplishing successful project delivery. Participates in andactively contributes to short and long-term system planning asassigned. Effectively manages consultants and contractors forproject delivery. The immediate responsibility for this positionwill available to support underground investments, i.e. watermains, hydrants, valves, services, pressure regulating valves, etc.in the NY Division (Rockland, Westchester, Putnam, Orange, andTioga Counties NY, and Rhode Island). The candidate works closelywith Engineering and Operations personnel, managing andcoordinating program activities utilizing a cross-functional teamapproach. The candidate works to ensure Asset Owner satisfaction bydelivering projects in accordance with the success criteria definedin the project plan (i.e. operational performance, budget,schedule, regulatory compliance, etc.)
PrimaryDuties/Responsibilities:
Responsible for $6-$8M in capital projectsannually, including conceptual design/development, coordination ofpilot testing, development of the project plans and internalfunding approvals. Manage the project development, design (eitherinternal or external) and construction of large and small capitalprojects in accordance with engineering guidelines and procurementpolicies. Support the oversight of construction managementpersonnel to ensure timely completion of assignments, budgetcompliance, asset management documentation and adherence toapplicable standards. Ensure corporate Technical and EnvironmentalHealth and Safety/Security standards are incorporated into thedesign specifications. Manage and report on project expenditures toensure they are aligned with budget and prioritize projects basedon available funding and risk assessment. Coordinate with themaster planning department to assure the focus of capital projectplanning meets the medium and long-term system needs. Assist withdeveloping analysis and reports to be provided to regulators,internal or external customers as required. Provide support asneeded for Rate Case Filings. Drive efficiency into projectdelivery through the monitoring of delivery metrics and utilizationof alternate procurement and delivery methods. Manage environmentaland governmental permitting in coordination with local businessunit staff. Support the oversight of construction managementpersonnel to ensure timely completion of assignments, budgetcompliance and adherence to applicable standards. Drive efficiencyinto project delivery through the monitoring of delivery metricsand utilization of alternate procurement and delivery methods.
Participate in master planning efforts of existing systems and newacquisitions (water and wastewater). Prepare short-term andlong-term capital improvement plans for new acquisitions andprepare valuations of systems based on due diligence site visitsand condition assessments to assist with the formulation of bidsfor acquisitions. Participate in the development of engineeringdesign and delivery processes and standards. Provide technicalexpertise on engineering and operational issues and supportfacility condition assessments for our water/wastewater operations.
Ability to work transversally with corporate and local businessunits.
Work Environment:
Successful candidates must be willing totravel to the various business unit sites as per job requirements.
Job sites generally located within a 30-mile radius of the localoffice with the occasional requirement for sites that are a longerdistance.
Qualifications Education/Experience/Background:
Bachelor’s Degree in Civil, Mechanical or Environmental Engineeringor related field, commensurate experience may be considered.
Minimum 10 years of experience managing design or constructionprojects and 5 years of experience managing water/wastewaterprojects including upgrade projects for treatment plants, pumpingstations, wastewater collection systems and/or watertransmission/distribution systems. Experience leading and managingmulti-faceted teams. Experience working with governmental agencies(Municipalities, State and Local level regulatory agencies, publicroadway agencies, etc.)
Knowledge/Skills/Abilities:
Strong projectmanagement skills (initiating, planning, executing, monitoring,controlling and closing). Thorough working knowledge of water andwastewater Process applications. Superior personal effectivenessskills, visible “leadership by example” utilizing participativemanagement involving employees and teamwork whenever possible.
Strong communication, presentation and reporting skills. Experienceutilizing alternate project delivery methods (design-build,integrated project delivery) and contracting methods (guaranteedmaximum price, reimbursable). Computer skills (MS Project, GoogleSuite, Oracle PeopleSoft, Oracle Hyperion or otherplanning/performance/budgeting tools a plus). Financial analysisskills, including budget management, ongoing assessment of projectrisks/opportunities and basic accounting knowledge.
RequiredCertification/Licenses/Training:
Professional Engineer License (PE)is required. PMP and/or Construction Management certifications is aplus. Additional Information We are an Equal Opportunity Employer!
