Principal Engineer•ET This is a Non-Represented Position. This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. SUMMARY:
Responsible to oversee the inspection, maintenance, testing and construction of all third rail, high tension and EL&P (Electric Light & Power) assets and facilities to ensure a safe and reliable source of power for LIRR trains, signals, stations, and facilities.
RESPONSIBILITIES
Responsibilities may include but are not limited to: + Plan and manage construction and maintenance activities of the Power Department. Coordinate with other departments within Engineering concerning projects that may impact the Power area. Prepare and administer department budgets, schedules, and establish manpower requirements. Comply with design guidelines and maintenance practices. Meet corporate goals for on-time performance. + Implement test and work methods for maximum efficiency. Monitor construction projects to ensure adherence to standards and procedures. Handle responses to inquiries/issues from other departments and the public. + Manage and ensure coordination of joint ventures between departments, contractors and outside utilities. + Manage material acquisitions for all construction and project work. + Interpret work rules and handle grievances relative to current union agreements. Provide input for work rule grievances formally submitted by the various labor unions. Make recommendations for contractual changes during labor negotiations. + Ensure new employees are properly trained to maintain current system and given ‘hands-on’ experience to deal with changing needs of the department. Prepare probationary reports for all new employees. + Review and provide input on design drawings. + Direct new Central Safety Program for employees. Ensure the workplace, tools, vehicles & equipment is generally safe for the maintenance forces. + Select, develop and motivate staff. Responsible for continued implementation of the corporate Safety Policy. Promote safe work practices and provide safe working conditions. Create an environment that respects individual differences and enables all employees to develop and contribute to their full potential. + Ensure a safe working environment t and adherence to guidelines of company safety policies and procedures. Lead by example. + All other assignments at the request of senior management.
QUALIFICATIONS
A) Required + Bachelor’s degree in Electrical Engineering. An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree. + Must possess six years of recent related engineering/power experience. + Must possess extensive knowledge and understanding of electrical power generation and distribution systems utilized by the LIRR Power department. + Must be proficient in LIRR safety and operational rules and procedures pertaining to the LIRR Power Department such as Roadway Worker Protection, LIRR [1] 290 Electrical Operating Instructions, and
NFPA 70E
Arc Flash Protection. + Must possess knowledge and understanding of the operations of the LIRR, including track usage plans and the scheduling of Track Outages. + Must be have a detailed understanding of 3rd rail, EL&P, and/or High Tension construction methods. + Must possess thorough knowledge of the CE-1 & Electrical Codes (NEC), NESC FRA and OSHA regulations. + Must possess the ability to forecast departmental needs and manage in preparation of plans and budget forecasts to meet departmental needs. + Must possess experience with labor relations and applicable Collective Bargaining Agreements. + Must possess the ability to take command of and solve problems and situations. + Must possess demonstrated problem solving, leadership capabilities as well as project management experience including budget forecasting. + Must be available on a 24/7/365 basis to respond to weather and/or operational issues via phone, text, or in-person as required + Must possess effective communication and PC skills, with proficiency utilizing Microsoft Office.
