Deputy City Engineer

CHARACTERISTICS OF THE CLASS

Under the supervision of the City Engineer, assists with the planning, organization, direction and management of the activities of the Engineering division of the Public Services Department; coordinates projects with City departments, outside agencies and organizations which include land development, storm water management, traffic design, pavement management, street improvements, lighting, facilities and construction of capital projects; reviews and approves engineering plans for subdivisions or commercial sites; supervises and reviews the work of assigned personnel and coordinates the division’s activities; performs advanced level professional engineering work; and performs related duties as assigned.

EXAMPLES OF ESSENTIAL FUNCTIONS

Functions as the City Engineer in his/her absence.
Reviews public works projects or other programs to ensure conformance to design specifications and all applicable municipal, county, state, and federal laws and regulations.
Plans, designs and supervises the work of assigned personnel, including consultants.
Reviews and processes all Engineering permits and other applications.
Plans, directs and coordinates the inspection of construction projects to ensure compliance with engineering plans, contracts, specifications and City Code.
Prepares and administers the division budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
Reviews and approves the work of outside consultants and contractors, and the in-house preparation of plans, specifications, and inspection of a variety of public works projects.
Prepares requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts.
Serves as a department’s custodian of records and surveys.
Acts as City’s technical liaison with the Metropolitan Planning Organization (MPO) and sits on the Technical Advisory Committee (TAC).
Oversees and directs concrete sidewalk, curb, gutter and streets resurfacing projects.
Prepares Annual Report for the NPDES Permit for Municipal Separate Storm Sewer Systems(MS4).
Serves or designates personnel to serve as the city’s Floodplain Program Administrator.
Preparation of Community Rating System (CRS) Annual Recertification package for the National Flood Insurance Program (NFIP).
Conducts independent field engineering studies to investigate the causes of sewer, water, paving, and drainage problems and identify necessary maintenance and repairs.
Handles a variety of public/contractor contact situations involving complaints as well as responding in writing and making personal appearances to explain and interpret City programs, meets and confers with developers, contractors, engineers and the general public regarding City policies, regulations, and procedures.
Directs the preparation and submission of grant applications and serves as grant administrator for programs funded by grants. Participates in a variety of boards, commissions, and committees. Performs other related work as required.

Knowledge, Abilities and Skills:

Knowledge of the principles and practices of civil engineering and construction particularly as it pertains to land development, municipal infrastructure including transportation systems, water distribution, sanitary sewer collection, stormwater systems and other public works facilities.
Knowledge of land and engineering surveys systems, methods and techniques.
Ability to analyze and evaluate data and documentation to determine compliance with drainage requirements and to recommend appropriate solutions to problems.
Ability to adapt approved engineering methods and standards to the design and construction of a variety of City public works projects.
Ability to communicate ideas effectively both orally and in writing.
Knowledge of Computer-Aided Design(CAD) is desired. Ability to use scientific computation aids.
Ability to prepare complex engineering drawings.
Qualifications

REQUIREMENTS A.
Training and Experience:

• Bachelor of Science in Civil Engineering or related field; Five (5) years of increasingly responsible experience as a licensed engineer, including at least two (2) years of supervisory or management experience over professional and technical engineering staff or an equivalent combination of training and experience. • Must possess and maintain a Registered Professional Engineer(P.E.) license in the State of Florida.
