Role:

This role will take full ownership of the estimating department across heavy civil transportation scopes— bridges, interchanges, highways, rail, mass transit, and complex DOT infrastructure . You will be responsible for managing and mentoring a team of estimators, implementing best-in-class processes, and ensuring competitive and compliant bid submissions, particularly on alternate delivery methods (Design-Build, CMGC, P3, Progressive Design-Build, etc.).

Key Responsibilities:

Lead and manage the estimating team across all phases of bid development Ensure accurate takeoffs, scope reviews, risk analysis, and bid strategy Collaborate closely with preconstruction, operations, and executive leadership Oversee pursuit strategy and bid preparation for complex $100M-$1B+ projects Maintain ownership of pricing strategy, subcontractor engagement, and proposal quality Drive innovation in tools, technology, and estimating methodologies Mentor, train, and build a world-class team of estimators and preconstruction professionals Represent the estimating team in executive reviews, client interviews, and pre-award meetings

Ideal Candidate Will Have:

Professional Engineer (P.E.) license – Required At least 10+ years of experience in Construction estimating in heavy civil transportation infrastructure Proven track record of success in leading bids on $100M+ DOT or federally funded projects Strong knowledge of HCSS, Bluebeam, and takeoff tools Deep experience with alternative delivery methods (Design-Build, CMAR, P3) Hands-on leadership style with a passion for team development and process improvement Ability to confidently manage high-stakes pursuits while cultivating internal talent Excellent written and verbal communication skills for both technical and client-facing settings
