•Position subject to close at any time•This position oversees and performs highly technical professional engineering for the Public Works Department. Position operates in a senior management capacity in construction and engineering and is responsible for directing the efficiency and effectiveness of departments, budgets, and projects. Works with considerable independence and decision-making authority, while performing the assigned duties.

Manages the planning,anization, and implementation for all technical engineering and surveying sections within the Public Works Department.
Manages the development, implementation and control of the assigned Capital Improvement Program budgets and other projects as assigned; ensures all projects under charge are performed within established budgetary parameters, to include performing cost control activities, monitoring revenues and expenditures, and ensuring sound fiscal control; develops and monitors professional engineering and surveying contracts. Develops, tracks, and maintains schedules for all assigned construction and engineering projects. May supervise divisions or functions as directed.
Ensurespliance with all departmental policies, procedures, and regulatory requirements applicable to the work. Assist in issuance of Right-of-Way permits and manages Right of Way policies.
Conducts and oversees all project meetings relating to design status and production of bridge inspection and remodeling. Coordinates with local, State, and Federal agencies, such as the City of St. Cloud, City of Orlando, City of Kissimmee, Florida Department of Transportation, U.S. Geological Survey, Army Corps of Engineers, South Florida Water Management District, and planning bodies to aplish work objectives. Oversees records, legal descriptions, maintenance maps, right-of-way easements, and assigned land acquisition activities, coordinating with County Attorney’s office and others as required to aplish work objectives. Oversees public meetings relating to engineering and construction projects for the dissemination of information. Oversees reporting for all assigned Capital Improvement Projects.
Coordinates and interacts with other departments to eliminate conflicts between Public Works projects, private development applications, and other County or public agency projects.
Performs duties as assigned / necessary which are related, or logical in assignment to the position.
Minimum Qualifications
Education:
Bachelor’s Degree in Civil Engineering or a related Engineering Degree.
Experience:
Eight (8) years of progressively responsible technical experience, directly relating to civil engineering design or construction of civil engineering projects. two (2) years of which must be in a supervisory capacity.
Miscellaneous:
Must possess and maintain a valid Florida Driver’s License. Must be a registered Professional Engineer in the State of Florida.
Knowledge, Skills and Abilities
Extensive skills in effectively directing staffprised of professional engineers, construction managers, and project managers. Expert knowledge in civil engineering practices.
Expert knowledge in construction practices and procedures. Knowledge of applicable state, federal, and local laws, rules, ordinances and regulatory standards applicable to the work.
Executive-level interpersonal, leadership, planning, management andmunications skills; ability tomunicate professionally verbally, in writing, and in presentations.
Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, and the general public.
Skill in reading, analyzing and interpreting professional periodicals and journals, technical procedures, and legal documentation.
Ability to operate basic office equipment, e.g.,puter terminals, ers, copy machines, telephone systems, facsimile machines.
Ability to read, update and maintain various records and files; ability to access, operate and maintain various software applications.
PHYSICAL DEMAND REQUIREMENTS
Physical Demand:

20 pounds maximum lifting. Occasional (up to 1/3 of the work time) lifting, carrying up to 20 lbs. Good eyesight for production or safety of self and others. If less lifting is involved, will require significant walking/standing. If mostly sitting is involved, will require push/pull on arm or leg controls.
