Engineering Section Manager – Stormwater Utility Manager 3.7 3.7 out of 5 stars DeLand, FL Major Functions The County of Volusia is seeking an experienced Stormwater Utility Manager for the Stormwater Division. This position is located in DeLand, Florida, and will be responsible for administrative and professional engineering work overseeing the planning, engineering, design and construction management functions for the development of flood mitigation and stormwater capital improvement projects. Expected hiring range based on qualifications and experience: $95,000- $125,000 Illustrative Duties (

Supervises, plans, and directs development of watershed studies and basin analyses. Prepares and administers capital improvement project budgets and contract administration. Oversees professional consultants contracted to provide engineering, design and permitting services. Provides construction management for capital improvement projects. Responsible for all engineers, design staff and contracted consultants engaged in the planning, design and construction of flood mitigation capital projects. Supervises and directs managers and supervisors of the various engineering sections. Responsible for project assignments, scheduling, budgeting and cost tracking. Responsible for the review of development proposals and use permit applications as to potential impacts to present and future infrastructure facilities. Prepares reports on plans and specifications submitted for necessary approval. May be assigned to other county locations based upon operational needs. Attends work on a regular and consistent basis. Must adhere to Federal, State, County and Local ordinances. Responds to emergency situations. Performs other duties as assigned. Minimum Requirements Nine (9) years of experience in civil engineering or related field and progressively responsible experience in engineering, planning, design and construction, three (3) years of which at a supervisory or project management level. OR Bachelor’s Degree in civil engineering or related field and five (5) years of progressively responsible experience in engineering, planning, design and construction, three (3) years of which at a supervisory or project management level. Registration as a Florida Professional Engineer in Civil Engineering. A comparable amount of education, training, or experience may be substituted for the minimum experience. Must possess and maintain a valid Driver’s License at time of hire. Must possess and maintain a valid Florida Driver’s License within thirty (30) days of hire. Knowledge, Skills & Abilities Knowledge in field of civil engineering, stormwater management and construction management. Knowledge of modern engineering practices and procedures as they apply to public works. Knowledge in the development of capital improvement projects. Knowledge of modern developments, current literature and sources of information in the area of public works engineering. Ability to plan and direct the work of professional engineers, contractors, technicians, and clerical personnel. Ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications and related documents. Ability to present clear and concise reports, orally and in writing. Ability to express ideas clearly and concisely, orally and in writing to groups and individuals. Ability to respond to emergency situations. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships. Ability to work under stressful conditions. Ability to interact effectively with others. Must be able to relocate to other county locations based upon operational needs.

Physical Demands:

Sedentary work. Ability to see, talk, grasp, finger dexterity. Limited requirement to traverse construction sites. Ability to push, pull and/or carry 10 pounds.
