The position is responsible for developing a program for the maintenance, operation, preservation, inventory, repair and replacement of all structures and pipes (greater than 48″ in diameter) on the State Highway System within the 7 counties that make up Division 13. The position will manage the overall administration of the Bridge Program in the Division. The position will be responsible for prioritizing and selecting structure projects with the Division and serve as a consultant to other units and branches on all matters pertaining to the maintenance, preservation, design, permitting, construction, and operation of structures within the Division. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Experience planning, developing scheduling, tracking, and completing projects independently or with limited supervision.
- Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.
- Experience making recommendations and decisions for simple or complex projects.
- Experience in the management of multiple projects and scheduling and directing of multiple work crews.
- Knowledge of NCDOT programming, planning, and funding procedures.
Additional Expectations:
Employee must have the ability to respond to the public, local government agencies, Central Office staff and private engineering firms regarding the status and design aspects of highway projects within the Division. Be able to review man hour estimates submitted by Private Engineering Firms and prepare in-house estimates for comparison. Must have proficiency with various computer applications like MS Office, MicroStation, Geopak, ORD, and SAP. Must have the ability to budget time and coordinate schedules with others. Be able to organize and direct resources to meet goals. Possess good communication skills. Be able to transverse steep and uneven terrain. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
