The new Engineering Services Director is responsible for the direction, control and administration of all the functions of the Engineering Services Department. Directs the implementation of operations and programs of assigned department; provides strategic planning; coordinates, administers, and evaluates programs, projects, processes, systems, standards, and/or services; prioritizes and directs projects and initiatives in alignment with organizational strategy, mission and vision; ensures compliance with applicable regulations, standards, policies and procedures.

Reporting to the Assistant City Manager and working closely with the entire City Manager’s Office team, the successful candidate will have a comprehensive knowledge of the laws and regulations governing engineering services. Thorough knowledge of the modern design, planning, and related principles and practices involving construction, design and project management activities, and thorough knowledge of facilities and fleet asset operations and management. The Director will establish long-range plans, develop and oversee budgets, and consult and report events and activities to senior management while supervising and evaluating staff. The City of Raleigh’s Engineering Services Department oversees the City’s Stormwater program and the design and construction of transportation, parks and City building projects. The Department also manages and maintains City buildings, parking decks and the fleet of City-owned vehicles. With a focus on innovative, efficient and effective management and delivery of modern public infrastructure for the City, the Department prioritizes strategic planning, collaborative teamwork, and partnership to deliver comprehensive engineering and facility operations services. Operating with a $89 million budget, the Engineering Services Department includes over 300 full-time employees.

EXAMPLE OF DUTIES
Key Initiatives and Opportunities:

Provides leadership as a member of the City’s management team on an organization and community-wide basis to ensure that public services are provided in alignment with the City’s strategic plan.

Answers questions or concerns regarding the functions and operations of the Engineering Services department for the City Manager, City Council, and property owners.

Prepares directives and procedures concerning Engineering Services.

Establishes and monitors service levels with other departments and agencies to ensure they receive high-quality service for all projects.

Responsible for developing strategic regional partnerships and relationships and participating in professional and trade organizations to stay abreast of new trends and innovations. Represents the City of Raleigh and the Engineering Services Department with outside agencies and organizations.

Engages in long-term capital planning and develops budget and Capital Improvement Plan recommendations to the City Manager for the Engineering Services Department, including funds needed for staffing, equipment, materials, and supplies. Provides oversight of budget performance, including expenditures and implementing budgetary adjustments as appropriate and necessary. Provides technical and community leadership, as is appropriate, for the development of bond and tax referendums.

Serves as a technical expert to the City Manager’s Office, the City Council, and the organization on issues related to the planning, policy, and operations of the Engineering Services Department. Presents departmental issues and recommendations on major issues to appropriate advisory groups.

Attends community meetings and addresses constituent requests and complaints in a way that demonstrates responsiveness and builds trust.

Participates as a member of the City’s management team on both the development and implementation of the strategic plan, as well as on cross-departmental efforts and other city-wide initiatives and leadership efforts.

Provides oversight and manages all functions and resources of the Engineering Services Department, including timely action on personnel matters.

Provides leadership to achieve the City’s strategic objectives and departmental strategic priorities, including development of the annual business plan Ensures sufficient policies and processes are in place.

Evaluates performance and identifies opportunities for improvement through the City’s performance management system and other data analytics. Directs ongoing research into new technologies and trends, particularly in areas of stormwater management and energy efficiency.

Assures the administration of personnel and the operation of the facility are conducted in accordance with applicable local, state, and federal regulations.
