The Office of Strategic Initiatives and Program Support (SIPS) supports NCDOT senior leadership and is charged with understanding current and future industry trends, leading strategy development, streamlining decision making, solving complex policy problems, and facilitating process improvement so NCDOT is better able to meet strategic goals and targets. SIPS’s mission is to utilize data, research, and input from agency leaders, customers, and partners to facilitate agency visioning, long-range planning, performance target setting, program management, and cross-departmental strategic initiatives.
Description of Work:
This position serves as the Unit Head of the Corridor Development Unit in the Programs & Projects Branch in the Office of Strategic Initiatives and Program support, reporting to the Branch Manager. The position leads the Division Corridor Development Engineers located throughout the state who provide technical assistance to rural and small metropolitan planning organizations with a focus on preparing and prioritizing strategies to secure funding for future transportation needs and who shepherd the development of transportation improvement projects from long-range transportation planning to programming. The Unit Head is responsible for hiring, training, and oversight of technical staff who both provide coordination and serve as a technical resource to planning organizations and manage consultants as they prepare engineering studies and complete other technical tasks for the Unit. The Unit Head oversees the day-to-day activities of the team, ensuring that staff are meeting expectations and effectively serve both internal and external customers. The Unit Head is charged with assigning engineering studies and technical tasks undertaken by the unit, establishing schedules for studies/tasks, and reviewing the work product of the engineers to ensure completeness, accuracy, and adherence to sound engineering principles and practices. The Unit Head is responsible for ensuring that staff are aware of the latest state, federal and local laws and NCDOT policies and engineering standards to ensure that the recommendations of studies/tasks are in compliance. The Unit Head is also responsible for securing training for unit members to ensure that they are kept abreast of the latest transportation engineering practices. The Unit Head is responsible for assigning personnel and tasks to accomplish other goals as requested by the Policy and Programs Branch Manager or SIPS Director. The Unit Head is responsible for representing the Unit and the Branch in meetings with members of the Board of Transportation, state legislators, the Secretary of Transportation, local elected officials, division engineers, and officials of other state and federal agencies when issues regarding ongoing or completed studies/tasks may be discussed. Grade/Salary Range – NC23 $78,579-$153,228 This position is in the process of transitioning where it reports from SIPS to Transportation Planning Division (TPD). Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Extensive knowledge of the principles and practices of professional civil engineering pertaining to the planning and design of transportation infrastructure, including knowledge of local and regional planning concepts and procedures Experience crafting memos, reports, e-mails, etc. that convey technical information and engineering concepts and the ability to verbally communicate with elected officials, citizens, and engineers to explain ideas and concepts Demonstrate the ability to analyze and formulate plans and courses of action for a wide variety of technical and policy-level activities. Experience interpreting policies, procedures, and laws and subsequently performing work in accordance with these policies, procedures, and laws and demonstrate the ability to change policies and procedures as needed to reflect changes in the law Knowledge of personnel policies and procedures to include the ability to interview job applicants, coach employees, and carry out work planning and performance review. Demonstrate the ability to deal with change, manage conflict, negotiate complex situations both technical and policy, and ability to lead individuals and groups to resolve conflict. Experience with training, providing instructions, and supervising lower-level staff.

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
