This position works with the Roadside Environmental Rest Area Section assisting and providing technical expertise in the gathering of engineering data, field information and technical support required for construction of the rest area system statewide. The position provides basic civil engineering functions for the Department’s Roadside Environmental Unit vertical construction projects. The position conducts field engineering data investigations for the purposes of design, development, review, permitting, construction, maintenance, operations, or repair of, projects and their potential environmental and safety impacts. The position is responsible for providing engineering review of engineering plans for completeness, compatibility, and compliance with engineering principles, standards, codes, and design needs. Ability to make recommendations to higher level engineers or managers on project concerns or issues. Prepare and review contract specifications of other engineers to meet desired compliance with engineering principles standards, codes, design, and statues. Provides review and approval of invoices for statewide rest area purchase order contracts submitted by contractors to determine acceptability for payment. Ensure that work is done per engineering drawings and department specifications. Applies engineering expertise and judgment in statewide field collection of rest area construction data based on NCDOT and FHWA guidelines. In conjunction with the appropriate NCDOT unit, private companies, and contractors, the engineer evaluates new technologies and methodologies for improved site design and building engineering. Provides specialized engineering design and judgment regarding every phase of rest area construction as they occur on roadway construction and rehabilitation improvement projects statewide. Documents results of construction inspections, maintenance evaluations, review of invoices and reporting of project activities. Provides responsive action to customer comments and complaints regarding improper operation and maintenance of the State’s 60 rest area facilities. Undertakes special projects under the direction of the section engineer to resolve issues and problems involving rest areas usually in cooperation with other concerned agencies. Assists in meetings and periodic inspections on related projects and studies. Provides research reports as requested. Undertakes other various rest area – welcome center related projects as assigned.
