The primary purpose of this organizational unit is to provide Statewide engineering and geomatics analysis in the development of transportation facilities and acquisition of property in accordance with the best professional engineering and surveying practices consistent with all laws and regulations governing the State Highway System. For more information on the Location & Surveys Unit see the video. We are looking for an Engineer III to serve as the Location & Surveys Unit Private Engineering Firms Coordinator.

In this role you will:

Supervise contract management (CM) group of 2-4 lower-level engineers, temporary engineers, summer interns, and clerical staff.
Direct staff activities to complete survey assignments utilizing private engineering firms (PEFs).
Interpret/explain the Group’s safety program to PEFs.
Provide oral and written technical guidance and procedural oversight to firm representatives including principals, managers, engineers, surveyors, technicians and accounting clerks for multiple PEF firms.
Oversee unit-wide execution of Purchase Orders (PO’s) and Notices to Proceed (NTPs) via the review of estimates, scoping minutes, salary rates, overhead, cost of capital, certifications, invoices and evaluations. Evaluate project scopes and time requirements for assignments to be completed by a PEF. Be in responsible charge of all L&S project assignments, distributed to PEFs. Manage the day-to-day administrative duties of the Group including personnel matters, performance management, personnel and time records. Administer unit-wide contracts. (Firm selection, services, quantities, capacity, and revenue.)
Be solely responsible for firm prequalification of “route surveying” work codes for the Department. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Experience with the principles and practices of Engineering and Land Surveying as defined by the NC Board of Examiners for Engineers and Surveyors. Experience administering and providing oversight for assignments completed using Limited Services Agreements (contracts).
Experience supervising the work of others to ensure that proper contract and fiscal procedures are used by Unit and PEF firm.
Experience analyzing project complexity and equitably assigning potential firms to survey requests based upon firm capabilities, geographical location and past performance. Experience interpreting and communicating complex geomatics concepts and techniques in a clear, concise and organized manner to a varied audience. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
