Position Summary:
Responsible for the planning, organizing, and directing the day-to-day operation of the Facilities, Physical Plant and Power Plant/Engineering of Guthrie Lourdes Hospital (780,000 sq ft), and other satellite properties. The Supervisors’ primary job responsibilities include the following general areas; Facilities maintenance, Physical Plant, Power Plant, , code compliance, planning, design; construction, finance and personnel management and administration. Specifically, the Manager will have an understanding of the operation and maintenance of building systems including, but not limited to the following; HVAC, Electrical Distribution,, Refrigeration, Emergency Power, Safety & Security, Steam & Hot Water, Fire Protection, Elevators, Medical Gas, Plumbing, Grounds keeping
Education, License & Cert:
High School Graduate with a minimum of 5 years’ experience in a health care setting.
REQUIRED COMPETENCIES AT END OF ORIENTATION

Experience:
Five years in depth facilities background required including demonstrated skill in the design development, installation/construction and maintenance of facilities and building operating systems. Working Knowledge of applicable Federal, State and local codes, regulations, laws and standards as well as Joint Commission standards. Progressive administrative/leadership experience preferred (minimum 3 years). Must have supervisory experience in construction; installation and maintenance of equipment; maintenance of buildings, grounds and utility systems, planning organizing, purchasing, and budgeting; Knowledge of both the general maintenance trades (i.e., plumbing, carpentry, electrical, etc.) and the safety and security function, including investigative techniques. Must be able to manage a comprehensive program of inspection, testing and maintenance of the physical plant and utility systems and areas of the hospital environment to ensure compliance with NYSFPBC, OSHA, Life Safety Code, N.F.P.A. and all other applicable codes and standards. Maintain and manage the CMMS (Computerized Maintenance Management Software) System. Must possess; ability to collaborate with department heads, administrators, board members, physicians, managers, nurses, and employees. Must exhibit strong organizational and time management skills in daily activity. Ability to read financial reports and facilitate cost management process. Strong communication skills, use of diplomacy and clarity in all communications. Must possess high ethical standards with respect to discretion and regard for confidentiality, the ability to prioritize, plan, direct and allocate time to perform several departmental activities collectively and respond efficiently and effectively. The ability to accurately forecast cost and schedules for completion of tasks. Abiding commitment to basic ethical and legal principles. Strong project management skills.
Essential Functions:
1. Responsible for integrating the mission, vision, values of Guthrie into the facility planning process throughout Guthrie Lourdes Hospital and its associated properties. 2. Manage day to day operations of maintenance, engineering, construction, safety, waste and emergency management. 3. Responsible for developing and directing a comprehensive, consistent Facility management program for all locations within the Guthrie Lourdes Hospital and properties. a. Review and approve architectural and engineering standards for design of projects. b. Coordination and control of preliminary budgeting, planning, estimating, bidding, negotiating, implementation and management of construction, renovation, and site development projects. c. Possess working knowledge and keeps current on all applicable codes and regulations including but not limited to; ADA, IBC, Life Safety, NFPA AIA, all relevant building codes, EPA, FJC, OSHA, CDC, CMS. 4. Assures adherence with all regulatory compliance initiatives including but not limited to;
NY DOH, NYS
DOS, The Joint Commission, OSHA and HIPPA. Provides leadership for the Environment of Care and Life Safety Chapters. 5. Assure that testing and inspections are completed and documented (e.g., monthly generator test, fire protections system test). 6. Ensure that healthcare facility and facility staff permits, licenses, and certificates are maintained, recorded, and current (e.g., boilers, elevators, and heliport). 7. When appropriate, coordinate new project hospital construction. a. architects and engineers (e.g., design development plans) b. authorities having jurisdiction c. general contracts and subcontractors d. stakeholders 8. Possess and understanding of the operation and maintenance of; a. HVAC and refrigeration systems and equipment b. steam and hot water generation systems c. medical gas and vacuum systems d. electrical distribution systems e. emergency power supply systems f. fire protection systems g. water and sanitary systems h. safety and security systems i. medical equipment j. building envelope systems (e.g., roof, windows, exterior walls) 9. Supervises General Maintenance/Boiler Operator staff, including daily assignment and scheduling of their work. 10. Possess working knowledge and keeps current of all applicable codes and regulations including but not limited to;
ADA, BOCA, IBC, PA
Life Safety, NFPA, and JCAHO.
