This senior-level role within the Tolling Management program is a critical leadership position with decision-making authority over its functional areas. The incumbent escalates issues to higher management when necessary and provides expert recommendations on policy, strategy, governance, staffing, budget, and expenditures. The position also ensures the effective implementation of policies and procedures, oversees all program phases, and is responsible for safety, quality, risk management, and commercial operations for the Triborough Bridge and Tunnel Authority (TBTA) and the Central Business District Tolling Program (CBDTP). In collaboration with MTA Headquarters’ consolidated partners, this role ensures seamless operations across agencies. The incumbent represents the agency in high-profile engagements with elected officials, MTA/TBTA Board members, industry partners, Federal and State regulatory entities, and peer organizations. With delegated authority from senior executives (COO, COS, EVP, VPs) in their absence, the position also oversees critical vendor contracts, ensuring operational excellence.

Leadership and Strategic Oversight:

Operates under the direction of the Vice President of Tolling Operations, with broad latitude for independent decision-making and innovative approaches. Directs a mission-critical department responsible for collecting $2.4 billion in annual toll revenues, which are vital for sustaining Authority operations and mass transit, in alignment with the 1968 legislation integrating TBTA into the MTA.

Operational Management:

Directs, plans, manages, and implements policies and procedures necessary for the day-to-day operations of MTA Bridges and Tunnels’ (B&T) Financial Operations, Revenue Management Audit, and Revenue Management Operations. Oversees E-ZPass Customer Service Operations, ensuring the accurate collection and crediting of revenues, fines, penalties, and judgments while maintaining a high level of customer satisfaction for 1 million daily users.

Employee Management and Vendor & Partner Coordination:

Lead, manage, motivate, evaluate, and develop staff (a team of about 27 employees) to ensure the advancement of initiatives. Supervises and coordinates the oversight of contracted E-ZPass vendors in collaboration with regional tolling partners in New York State and northern New Jersey.

Data Reporting and Stakeholder Engagement:

Oversees the preparation and reporting of E-ZPass activity, revenue audit results, and operational data to the MTA Board, Senior Management, External Auditors, and other key stakeholders. Represents the agency in engagements with elected officials, regulatory entities, and tolling industry partners to advance tolling initiatives and programs.

Safety, Quality, and Risk Management:

Ensures all operations within the program adhere to safety, quality, and risk management standards, aligning with both TBTA and CBDTP objectives.

Agency Integration and Governance:

Coordinates closely with MTA Headquarters and consolidated partners to ensure seamless agency operations and alignment with broader organizational goals. This position is instrumental in the efficient collection, management, and accountability of toll revenues. Through strategic leadership, operational oversight, and effective coordination with internal and external stakeholders, the incumbent drives the success of tolling initiatives, contributing to the sustainability and growth of the MTA’s mission.

REQUIRED QUALIFICATIONS

Bachelor’s degree in Engineering, Systems, Technology, Finance, Project Management, Planning or closely related field. Must have a minimum of fourteen (14) years related experience, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization. An equivalent combination of education and experience may be considered. Experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff. Experience managing financial technology or tolling revenue systems. Knowledge of contract/vendor management and procurement in a public-sector setting. Familiarity with enterprise platforms (e.g., ERP/CRM systems). Competency in data analysis or reporting tools such as Power BI or Tableau. Proficient in Microsoft Office Suite and document management software. Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement. Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. Must possess excellent team building, listening, problem solving, and prioritization skills. Unrestricted Driver License in the

State of New York Preferred:

Significant experience in program management for government agencies or businesses with highly complex systems preferred. Experience in tolling systems, transportation infrastructure, or customer service operations. Understanding of regulatory compliance and audit practices in a government setting. Track record of cross-agency or inter-jurisdictional program coordination. Excellent communication and interpersonal skills. Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders. Demonstrated ability to effectively work in a high-profile, high-pressure environment.
