DIRECTOR OF TRANSPORTATION ENGINEERING APPLY
Purpose of Job The purpose of this classification is to coordinate, manage, and direct traffic engineering/operations and project development of road and bridge capital projects for Knox County. Essential Functions The Director of Transportation Engineering is responsible for the following essential functions: Supervises, directs, and evaluates assigned staff, handling employee concerns and problems, directing work, counseling, disciplining, and completing employee performance management. Responsible for managing the project development of all capital projects, including budgeting, scheduling, preliminary engineering, utility relocations/coordination, right of way acquisitions, permitting, and bidding of road and bridge repairs, bridge replacements, new traffic signals, road realignments, etc., to ensure they are completed efficiently Directs the appropriate staff to ensure all traffic complaints are responded to promptly and efficiently. Coordinates with contracted design engineers to ensure projects meet TDOT and Knox County standards and stay within budget; schedules are done in a timely manner and within the allocated budget. Coordinates with Development Services to provide technical guidance and create MOU’s needed for developer funded offsite transportation improvements. Assists the Senior Director with the coordination of County Commissioner and Mayor’s Office requests. Closely coordinates with the Director of Highway Maintenance and Construction to ensure capital projects are bid and managed efficiently. Additional Job Functions Ensure regular, punctual attendance during scheduled work hours Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office Perform other duties as required Post public notices according to Tennessee Sunshine Laws for Solid Waste Board meetings and other public meetings as requested Assist with the compilation of monthly and annual reports as requested Minimum Training & Qualifications Bachelor’s Degree in Civil Engineering and five (5) years experience in the traffic or transportation engineering field; TDOT Certifications in Local Programs Must possess and maintain a Tennessee Professional Engineer’s License Any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities for this position. Specialized Knowledge N/A Competencies Ability to work in a position of significant complexity Ability to articulate communication of moderately complex information Proficient in use of PCs, laptops, tablets, smartphones and other electronic devices Proficient in use of Microsoft Office suite of products Ability to work cooperatively as a member of a team Strong analytical and problem-solving skills Excellent organizational skills and attention to detail Ability to maintain a professional demeanor in high-stress situations at times Excellent communicator and active listener Ability to respond flexibly and to act as the situation requires Ability to communicate effectively with other Knox County government employees and members of the public Ability to effectively supervise direct reports Physical Requirements This position requires the ability to engage in occasional moderate physical activity. Must wear personal protection equipment (PPE) that may consist of eye protection, ear protection, hard hats, gloves etc., when working in the field. Ability to sit or stand for extended periods of time, working behind a desk on a computer Occupational Hazards Potential to work in areas of high vehicular traffic, exposure to chemicals, solvents and lubricants, exposure to gasoline and diesel fuel.
