This position also oversees stormwater infrastructure operations and maintenance staff, responds to citizen concerns, and manages the Stormwater Enterprise Fund, including Budget Preparation and fee recommendations. Additionally, the role supports the City’s compliance with state environmental regulations related to its public water and sanitary sewer systems, including permitting, sampling coordination, and technical documentation in collaboration with water treatment staff. - Environmental plays a critical role in ensuring regulatory compliance while supporting capital planning, public engagement, and the strategic advancement of the City’s Stormwater and Environmental programs.
Responsibilities MS4 Compliance & Environmental Oversight Administer and report on the City’s MS4 permit in accordance with SC DES and NPDES requirements. Conduct field inspections, stormwater sampling, and illicit discharge investigations. Oversee enforcement and documentation efforts to maintain stormwater permit compliance. Develop and update local stormwater policies, ordinances, and standard operating procedures. Water & Sewer Environmental Compliance (SC DES) Supports the City’s compliance with environmental regulations applicable to public water and sanitary sewer systems, as administered by the South Carolina Department of Environmental Services (SC DES). Provides technical support for sanitary sewer system compliance, including permitting, monitoring inflow and infiltration, managing documentation, and ensuring adherence to sanitary sewer use ordinances. Maintains familiarity with relevant DES regulations and assists in evaluating the City’s compliance with those requirements. Coordinates with City staff and DES representatives as needed during inspections, audits, and incident response activities; supports development and implementation of corrective action plans when needed. Stormwater Maintenance & Citizen Response Supervise the stormwater maintenance crew’s daily operations, work prioritization, and performance evaluations. Investigate and resolve stormwater complaints from residents and businesses to the fullest extent practical. Oversee scheduling and implementation of drainage system maintenance, pipe repairs, ditch stabilization, and infrastructure upgrades. Capital Projects & Technical Plan Review Review and approve stormwater management plans, erosion/sediment control plans, and SWPPPs for private and municipal projects. Support the design and inspection of stormwater and drainage infrastructure as part of the City’s capital improvement plan. Promote green infrastructure and sustainable design solutions in stormwater planning. Stormwater Enterprise Fund & Fee Recommendations Administer the Stormwater Enterprise Fund, including annual operating and capital budgets. Track expenditures and prepare financial reports to support fiscal accountability and long-range planning. Make informed recommendations for adjustments to the stormwater utility fee structure. Public Education & Interdepartmental Coordination Minimum Qualifications Bachelor’s degree in; Civil or Environmental Engineering, or a closely related field from an accredited institution. Minimum of 8 years of progressively responsible experience in stormwater, environmental compliance, or municipal infrastructure. Required Certifications Certified Erosion Prevention & Sediment Control Inspector (CEPSCI)
- Required Certified Stormwater Plan Reviewer (CSPR)
- Required Certified Floodplain Manager (CFM)
- Preferred Skills & Competencies Knowledge of MS4, NPDES, Safe Drinking Water Act, and SC DES environmental compliance requirements.
Ability to oversee environmental reporting, sampling, permitting, and plan reviews. Supervisory experience in field crew management or public works operations. Strong technical writing, regulatory interpretation, and problem-solving skills. Familiarity with engineering software such as AutoCAD Civil 3D, GIS tools, and Microsoft Office Suite.
