Job Description This role is responsible for providing technical capabilities tosupport regulatory licensing and permitting for construction andoperation of the TRISO-X Facility, a uranium fuel fabricationfacility. Facility operations used to process, handle, and storespecial nuclear material will be licensed by the Nuclear RegulatoryCommission (NRC) under 10 CFR 70, supported by applicable sectionsof 10 CFR 51, 20, 71, 73, and 74, among others. This positionassists in the development and implementation of environmentalprotection and waste management programs, processes, and/or systemsfor plant operations, as required by State and Local governmentregulations, to protect the health and safety of the public fromdischarges from the facility to the environment and disposal ofindustrial wastes. Job Profile Tasks/Responsibilities Develop/review/revise technical reports and content to supportregulatory licensing and permitting activities across a wide rangeof topical areas, including but not limited to environmentalcompliance; manufacturing-related air effluent discharges;site-related stormwater collection and discharges; site-relatedsanitary sewer discharges; management/characterization/disposal ofindustrial, hazardous, and mixed solid wastes; and regulatoryrequired periodic environmental reporting. Identify, interpret, and apply environmental protection andwaste management regulations, consensus standards, and industrialbest practices that pertain to site operations. Create, document,and manage related technical requirements. Design and implement sampling and monitoring plans for air,groundwater, soil, vegetation, and stormwater to meet NRC licensingcommitments and State/Local permitting requirements. Provide regulatory guidance, support, and oversight to teammembers developing technical content to support licensing andpermitting activities. Coordinate reviews of regulatory materials and informationprepared by others, and prepare, resolve comments, and finalizetechnical content for submittal to regulatory authorities. Collaborate with others to prepare responses to questions fromregulatory authorities. Prepare submittals in accordance with regulatory guidance. Interact with regulatory authorities in meetings (in-person andvirtual) as needed to support licensing and permittingactivities. Support planning and execution of regulatory and compliancestrategies and schedules. Develop/review/revise/implement licensing and regulatoryprograms and procedures. Consult with and advise operations, maintenance, andengineering personnel on the environmental protection and wastemanagement regulatory impacts of new or proposed changes toprocesses, procedures, and facility designs/modifications. Oversee development of environmental documentation to meetNational Environmental Policy Act (NEPA) when required.

Review/revise environmental documentation as needed for newfacility designs and for proposed changes to existing facilitydesigns. Conduct surveillances, inspections, walk-downs, investigations,and audits/assessments of licensed activities and unusual incidentsto ensure compliance with approved regulatory licenses, permits,procedures, and safety bases. Develop/revise/deliver regulatory training to operations,maintenance, and other personnel. Provide support to the emergency response team. Participate in regulator and/or industry led regulatoryactivities. Maintain professional demeanor and behavior at all times in allforms of communication. Perform other duties as assigned by manager. Job Profile Minimum Qualifications Bachelor’s degree in engineering from an accredited college oruniversity required. Typically, ten plus years of environmental complianceexperience in a manufacturing environment, or similar experience ina highly-regulated industry. Experience communicating technical information effectively bothorally and in writing to a wide variety of audiences, ranging fromengineering, operations, and maintenance personnel to regulatorsand management. Project management experience including developing schedules,managing multiple assignments, prioritizing effectively, andcoordinating team activities to produce technical content forregulatory purposes. Experience applying technical education and experience tothoroughly investigate and develop comprehensive understandings ofregulatory requirements, nuclear fuel fabrication processes, andother supporting information. Knowledge of environmental compliance regulatory processes andrequirements, with emphasis in the areas of the Clean Air Act,Clean Water Act, and Hazardous Waste regulations. Understanding andexperience applying regulatory requirements, standards, andguidance.
