INTERNAL

Previous applicants do not need to reapply and are still being considered. This position will serve as the County Maintenance Engineer in our Halifax County Maintenance Office. In this position your responsibilities include planning, organizing, coordinating, supervising and directing various aspects of Highway Maintenance operations including DOT staff and purchase order contract construction. You will be required to respond to inquiries from the public, DOT Management, Media, etc., regarding DOT policies and procedures, division projects, plans and proposed work. This position has Emergency Call Back status and you must be able to respond to Highway emergencies and work during inclement weather events. Considerable knowledge of the use and operation of all field and office engineering instruments; ability to understand, explain and administer contracts; ability to interpret plans, provisions and specifications; ability to interpret policies and regulations; and the ability to establish working relationship between the department and citizens. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Experience in the management of multiple projects and scheduling and directing multiple work crews Experience in the use of professional engineering skills and knowledge to troubleshoot and solve highway maintenance problems
Experience in tracking cost expenditures in various account systems on multiple large projects
Experience in conducting meetings with employees, citizens and public officials to conduction investigations and resolve various issues Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups

Additional Expectations:

Use professional skills and knowledge to solve difficult highway maintenance problems, to accomplish force account construction projects, to supervise & monitor maintenance program to ensure sufficient & safe use of personnel, equipment, & materials. Employee must have the ability to formulate a comprehensive highway maintenance program within limits of budget. Employee must supervise and evaluate the performance of other employees. Must be able to effectively communicate and maintain a working relationship with the general public, local government, fellow employees, etc. Employee must be able to operate a motor vehicle and make field investigations of unlevel terrain, including steep slopes & work in extreme conditions such as ice, snow, dust, extreme heat and cold. Must be able to apply professional engineering skills and knowledge to difficult highway projects and problems. Must be available as necessary to manage staff seven days per week, 24 hours a day. Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and two (2) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
