Summary:

To manage and coordinate maintenance and repair functions for multiple facilities of the Department of Military Affairs and Veterans Services in a specific region of the State. To supervise employees and provide oversight for various construction projects in the assigned region.

  • MINIMUM QUALIFICATIONS
  • Education:
  • Associate’s degree from a recognized college or technical school with major study in the field of engineering or building trades. Each additional year of approved formal education may be substituted for one year of required work experience.
  • Experience:
  • Six years’ experience in maintenance and repair or construction of buildings or facilities including three years in a supervisory or administrative capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
  • License/Certification:
  • Must possess a valid drivers license and have access to transportation for statewide travel for the duration of employment.
  • PREFERRED QUALIFICATIONS
  • Preference will be given to candidates who possess an electrician license, plumbing license, or HVAC/gas fitter license.
  • SPECIAL REQUIREMENTS
  • This position is designated as Essential Personnel, which requiresthe employee to report to their job site or be available during emergency situations such as winter storms, other inclement weather, building emergencies, or mission critical situations such as State Active Duty.

Overtime in support of snow removal operations is mandatory due to the critical nature of New Hampshire Army National Guard mission. As a condition of employment, the incumbent must pass and maintain a favorable National Agency Check (NAC) in order to receive a Common Access Card (CAC) to be used in the performance of assigned duties. Must be able to satisfactorily undergo a State Police records check.

  • Responsibilities:
  • Supervises and instructs subordinate employees in multiple geographic locations in custodial, grounds care, winter services work and skilled maintenance tasks through training, demonstration and supervisory participation to ensure that work is performed properly.

Develops work methods, prepares performance appraisals of subordinate employees, and approves leave requests and timesheets.

Plans, directs, supervises, and performs repair and periodic/corrective maintenance activities in multiple geographic locations involving plumbing, heating, electrical, air conditioning, carpentry, painting and mechanical work to improve and maintain the installations, systems and appearance of a facility.

Determines and adjusts work and project priorities through analysis of reports, job orders, existing and projected workloads, safety and security considerations, problem immediacies, seasonal considerations asset availability and departmental programs to ensure that maintenance repair activities are accomplished timely. Evaluates job orders and coordinates with federal officials to ensure that requested maintenance, repair and improvement projects are authorized to be performed under existing regulations and guidance, and that supporting funds are correctly charged.

Develops specifications and scope of services for repair, maintenance and service contracts; to include the preparation of working diagrams and materials/price estimates, to order and procure maintenance parts, units and materials. Develops and maintains other related forms such as safety checklists, preventative maintenance schedules and/or work schedules. Monitors and evaluates the work performance of contractors to ensure that acceptable quantity and quality is maintained and technical specifications and codes are adhered to.

Projects, determines, orders and procures adequate supplies, parts and materials to ensure that repair and maintenance materials are maintained at a proper level. Coordinates with Inventory Control Supervisor on equipment tracking. Accounts for budget allocations designated for maintenance supplies, contract maintenance services and equipment maintenance.
