POSITION SUMMARY
A highly technical engineering position responsible for the planning, designing, permitting and managing of public works projects as well as providing a high level of technical expertise for the various facets of public works projects to see the projects through from inception to completion. ESSENTIAL FUNCTIONS AND DUTIES
include the following. Other duties may be assigned as dictated by operational necessity.
- Project design, civil plan development, and generation of scopes of work/specifications for Public Works projects.
- Prepare applications and responses to various local, state and federal regulatory agencies for public works projects.
- Work with various public works divisions to resolve technical problems and assist with project planning.
- Review technical submittals for code compliance and accuracy.
- Assist in project development and responses to requests for information for FEMA related projects.
- Participate in public hearings and meetings as directed.
- Prepare technical reports.
- Assist in the design and preparation of MOT maps.
- Assist in the preparation of various division reports, budgets, and ordinances;
- Develop and review scopes of work and specifications for projects through the bidding process including making necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
- Assist in the design and delivery of city sponsored technical studies, capital improvement projects, and other special projects.
- Assist in canal construction special permit review and determinations.
- Technical review of civil site development plans and other supporting plans and surveys for accuracy and provide comments to the engineer of record.
- Perform project management of projects: provide project management for the construction of City projects; oversee assigned projects to ensure contractor compliance with time and budget parameters for the project; evaluate issues and options regarding City projects.
- Assist project managers with projects in the design and construction phase to provide dynamic solutions to solve challenges that arise during design and construction.
- Assist in coordinating the permit renewal and audit preparation of the City’s NPDES Storm water Management Program.
- Inspect projects in the construction phase as requested.
- Maintain regular contact with consulting engineers, construction project engineers, County, State and Federal agencies, professional and technical groups and the general public regarding public works projects.
- Respond to public or other inquiries relative to various public works issues and projects.
- Review of As-built submittals.

KNOWLEDGE / SKILLS / ABILITIES
- Knowledge of principles and practices of civil site development engineering and supporting landscape plans, architectural plans, and surveying.

- Knowledge of principles and practices of public administration.

- Knowledge of principles of public sector budgeting and cost accounting methods.
- Knowledge of principles of customer service and public relations.
- Knowledge of project development, scheduling, monitoring, and control systems.
- Knowledge in developing scopes of work and specifications for bidding public works projects.
- Knowledge of government procurement procedures and policies.
- Knowledge of environmental laws and regulations as they pertain to public works construction projects.
- Able to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Able to use and interpret graphical information such as construction plans, schematic drawings, wiring diagrams, flow charts, layouts, other visual aids, and electronic project management applications.
- Able to interpret information accurately and make decisions according to existing laws, regulations, and policies.
- Able to learn and apply acceptable economic development planning and evaluation techniques.
- Able to prepare and monitor program budgets and expenditures.
- Able to explain information in a clear and understandable manner to non-technical persons.
- Able to utilize Autodesk Civil 3D to generate civil site development plans.
- Highly proficient with Microsoft Office 365 core apps (Word, Excel, Powerpoint and Outlook), Adobe Acrobat Standard or above and Autodesk Civil 3D.
- Knowledge of
ESRI GIS
Programs is desired.
EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS
- Bachelor’s Degree in Civil Engineering or related field with three (3) years’ experience in the civil site development field is highly preferred.
- A minimum of five (5) years of highly technical experience in the design of civil site development projects is required for those not meeting the above degree requirement.
- Advanced knowledge of Autodesk Civil 3D software.
- Must have a valid Florida Driver’s License.
- Advanced MOT required within 12 months of hire.
SUPERVISORY RESPONSIBILITIES
- This position has no direct reports but functions as a team leader for various projects.
This position will make recommendations to the supervisor regarding personnel assigned to the team and individual duties assigned to each team member as well as being an integral part of staffing new team members. Exercises indirect supervisory authority over personnel assigned to data collection as well as contractors and sub-contractors who are performing work for the City.
