Job Description This role is responsible for providing technical capabilities tosupport material control and accounting of special nuclear material(SNM) used in the operation of the TRISO-X Facility, a uranium fuelfabrication facility. Facility operations used to process, handle,and store SNM will be licensed by the Nuclear Regulatory Commission(NRC) under 10 CFR 70, supported by applicable sections of 10 CFR51, 20, 71, 73, and 74, among others. Job Profile Tasks/Responsibilities Develop/review/revise/implement material control and accountingprograms and procedures, with emphasis on those related to SNMaccounting measurements. Identify, interpret, and apply material control and accountingregulations, consensus standards, and best practices that pertainto site operations and management of nuclear materials. Create,document, and manage related technical requirements. Generate periodic reports of the SNM physical inventory inaccordance with pertinent regulations and other regulatory requiredinformation using the SNM accounting database system and theNuclear Materials Management and Safeguards System (NMMSS)database. Approve the use of each SNM accounting measurement systembefore it is used to establish SNM accounting data. Review measurement systems and measurement controldocumentation to ensure each system includes adequate calibrationand control measurement practices, frequencies, andtolerances. Review control data from each Key Measurement System toidentify significant performance issues and appropriate correctiveactions. Verify the correctness of warning and out-of-control limits forKey Measurement Systems. Collect data from the measurement control program to establishvariances, identify biases, and minimize measurementuncertainties. Assist the Statistician in the development and application ofPropagation of Variance (POV) techniques to SNM accountingmeasurement data. Support regulatory interactions and inspections conducted bythe NRC and IAEA. Collaborate with others to prepare responses to questions fromregulatory authorities. Consult with and advise operations, maintenance, andengineering personnel on accounting system measurement equipment,including non-destructive assay (NDA) systems, and the impacts ofnew or proposed changes to processes, procedures, and facilitydesigns/modifications. Provide consultation on nuclear measurement and/or NDA mattersto support facility organizations such as waste characterization,waste disposal, and manufacturing operations. Conduct surveillances, inspections, walk-downs, investigations,and audits/assessments of licensed activities and unusual incidentsto ensure compliance with approved regulatory licenses, permits,and procedures. Develop/revise/deliver regulatory training to operations,maintenance, and other personnel. Provide support to the emergency response team. Participate in regulator and/or industry led regulatoryactivities. Maintain professional demeanor and behavior at all times in allforms of communication. Perform other duties as assigned by manager. Job Profile Minimum Qualifications Bachelor’s degree in engineering from an accredited college oruniversity required. Typically, five years of experience with nuclear measurementsystems and nuclear measurement controls. Experience communicating technical information effectively bothorally and in writing to a wide variety of audiences, ranging fromengineering, operations, and maintenance personnel to regulatorsand management. Experience applying technical education and experience tothoroughly investigate and develop comprehensive understandings ofregulatory requirements, nuclear fuel fabrication processes, andother supporting information. Knowledge of material control and accounting regulations,consensus standards, and best practices, with emphasis on nuclearmaterial accounting measurement methods/techniques. Understandingand experience applying regulatory requirements, standards, andguidance.
