The positions allocated to this classification report to a designated manager and work under moderate direction. Work in this class is distinguished from higher classes by its limited supervisory responsibility and from lower classes by its broadcast and digital media production skills and exercise of independent judgment.

ESSENTIAL JOB FUNCTIONS
Performs daily maintenance of the power system network model, (OSI CA and PSSE), including application design, development, and maintenance. Maintains database and necessary configuration of the open NET. Oversees network model reduction for contingency analysis. Ensures continued operation of CA and addresses any issues/failures/anomalies. Maintains EMS application configuration for proper functioning of NERC BA requirements such as CPS and BAL standards. Performs routine engineering analysis to tune systems, investigate application failures, improves solution accuracy/performance, and automate business processes. Performs system operator training and support as related to applications. Provides support and analysis for State Estimator; model impacts of generation and transmission outages, and analysis of the effects of new generation in the State. Perform periodic cause and effect analysis of power system events. Attends work continuously and regularly.
NON-ESSENTIAL JOB FUNCTIONS
Reviews and implements changes as necessary for continued
NERC EMS
compliance, resource liaison for regional entity (FRCC) and support for necessary committees/subcommittees (i.e. OPWG, OPC, DEWG, TTS, etc.), chair Alarm Management Committee, implement/maintain EMS applications change management process, Frequency Bias Calculations and analysis. Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor’s degree from an accredited college or university in Electrical Engineering; and five (5) years of experience in installation of networks/server platforms, database management, change management, NERC BES operations and response; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of operation and software maintenance (database management, networking, server operations, etc.) for OSI Energy Management System (EMS). Working knowledge of PERL, FORTRAN, C, and/or C++ programming. Working knowledge of State modeling software (PSSE). Background knowledge of operations, maintenance, and emergency response NERC Bulk Electric System (BES). Background knowledge of operations and maintenance of the Supervisor and Data Acquisition (SCADA) system. Demonstrated effective written and oral communication skills. Ability to lead technical committees/groups to achieve goals. Ability to use independent thinking. Ability to develop operating plans. Ability to resolve a variety of complex problems.
