INTERNAL ONLY

•Only temporary or permanent North Carolina Department of Transportation (NCDOT) or a layoff candidate with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by General Statute (GS) 126 (State Personnel Act) may apply. •This position will provide support to the Division Utility Engineer and Assistant Division Utility Engineer. This position will initiate and track Utility Agreements, Encroachments, Utility relocation within all Division let STIP contracts. Review, process and issue encroachments and agreements, monitor Division permitting process to ensure timelines are kept for all Division managed projects (Encroachments, Agreements). Attend Pre-construction meeting in regards to coordination, inspection, and quality control. correspond with State and Federal agencies regarding the environmental permitting process. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
Computer experience including office software and drafting software
Experience reading and interpreting construction plans, contract provisions, specifications and procedures
Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups
Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to engineers, developers, members of the public, public officials, and NCDOT personnel.

Additional Expectations:

Ability to read, interpret and explain such items as construction plans, contract provisions, construction staking, specifications, and environmental permits and drawings. Must be able to effectively communicate both orally and in writing with subordinates, contractor personnel, Department personnel, other non-DOT agencies and general public. Provide engineering support to the Utilities Unit during all phases of project development and construction. Will assist the Utilities Unit with utility coordination and utility engineering activities relative to projects included in the State Transportation Improvement Program. Minimum Education and Experience Requirements Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Associate’s degree in an applicable area of engineering technology from an appropriately accredited institution and six years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight years of progressive technician experience; or an equivalent combination of education and experience.
