Job Description

Responsibilities
Performs campus utilities locates under TN One Call requirements and campus standards.
Performs updates to utilities project management and records via GIS mapping support as installation occurs.
Responsible for inspection and mapping support using drones and other engineering tools.
Carries out field inspections for the FS Department to ensure continuous and optimum operation of utilities during the execution of maintenance, construction, capital construction and special projects on campus and relays status/ problems to their manager.
This position supports utility projects as it relates to project management within Facilities and across campus.
Reviews project documentation from consultants for compliance with all relevant regulations, codes, guidelines, and policies.
Maintains utilities documentation related to equipment, drawings, and reference manuals.
Supports contact between the Utility Services unit and other campus constituencies regarding day-to-day management and oversight of construction projects, identifies problem, develops resolutions, and follows up on implementation of resolutions.
Facilitates the formation of utilities teams in support of project planning, designing, and procurement processes; reviews the planning and design throughout all phases of the project, construction bid documents, and specifications within the Utilities Unit as assigned by management.
Represents the Utilities Services unit in interactions, meetings, and correspondence with students, faculty and administration in addressing concerns and providing utilities maintenance, construction and project updates.
Advises and communicates with campus constituencies regarding scheduled and unscheduled utilities outages.
Evaluate and update Campus utility standards. Plan, estimate, and schedule future utility projects with management team and Office of Capital Projects
Reviews design drawings to ensure the design follows campus standards. Communicate with utility superintendents on reviews and technical changes needed.
Management of projects which includes the scheduling, purchases and oversight of budget and design of utility projects of in-house and capital construction.
Coordinate with the Office of Capital Projects and Facilities Design unit on all projects as it relates to UT owned utilities and local provided utilities.
Incorporate personal knowledge of utilities on planning, design, review and construction of capital construction projects as it pertains to utilities.
Initiates, supports, plans, executes, work of Utilities Services unit to achieve specific goals and meet specific success criteria related to maintenance, construction, and special projects involving the Campus’ utility system.
Seeks solutions and relays status of problems to the Utilities Project Manager and/or the Assistant Director of Utility Engineering to find resolution.
Assist utility engineering staff and lead in energy conservation projects with the Energy Manager.
Follows and promotes continuous improvement of unit and personal performance, and environmental policies and procedures.
Assist utility engineering with proposals, developing and perform cost analysis for mechanical or electrical system improvement projects and complete documentation for bidding and coordinate construction of the project.
Qualifications

Education:

High school diploma or GED

Experience:

A minimum of Ten (10) years’ experience in utility maintenance or construction, or related fields. Technical background and work experience that provides a comprehensive understanding of utility maintenance work and construction industry best practices.

Knowledge, Skills, Abilities:

Managing, organizing, and coordinating skills.
Effective verbal and written communication skills with a wide range of individuals and constituencies in a diverse community
Strong interpersonal skills
Knowledge of project management principles, practices, techniques, and tools.
Knowledge of federal, state, and local construction regulations and codes applicable to utilities design and construction.
Knowledge and understanding of utilities operations and standards as applied to a large-scale public facility.
Ability to foster effective working relationships within a team environment.
Skill in the use of personal computers and related software applications such as Microsoft Word, Excel and Power Point.
Skill in the use of a computerized maintenance management system.
