Purpose This position is responsible for investigating, approving, and inspecting permits related to construction activity in City Right-of-Way (ROW), dumpster and container placement, and oversized loads traveling on public streets.

Essential Job Functions Works with contractors, property owners, and utility companies on street, lane, parking, and sidewalk closures for work that impacts the City’s Right-of-Way (ROW). Inspects construction sites and temporary work zone traffic control to ensure that all work is performed in compliance with the Manual on Uniform Traffic Control Devices specifications and permit stipulations. Keeps the Right-of-Way Construction Coordinator informed about unusual or critical ROW permits daily. Receives, investigates, and resolves residents’ complaints and concerns. Reviews, processes, and approves various permits for which the Traffic Engineering Division is responsible for. Informs contractors and utilities of non-compliance issues related to ROW closures; provides a correction notice or issues a stop work order. Maintains an orderly system of records and reports. Completes daily log in accordance with City policy. Performs other related duties as assigned. Minimum Qualifications High school diploma or GED plus additional college or vocational training in civil engineering, surveying, or infrastructure construction standards; with three years of surveying, construction inspection, street repair, or sidewalk restoration experience; or an equivalent combination of education and experience. Must possess a valid driver’s license.
Work Location:
20 Interchange Drive, Work Schedule 8-5 Mon. – Fri. This is a critical workforce position. This position has been designated as a safety-sensitive position. Additional Information Knowledge of construction standards and techniques. Familiar with the Manual on Uniform Traffic Control Devices for Streets and Highways published by the Federal Highway Administration. Knowledge of modern office practices and procedures. Knowledge of computers and other modern office equipment. Skill in developing short- and long-range plans. Skill in establishing priorities and organizing work. Skill in the operation of computers and other modern office equipment. Skill in public and interpersonal relations. Skill in oral and written communication.
Minimum Standards:
SUPERVISORY CONTROLS
The ROW Construction Coordinator assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include the Manual of Uniform Traffic Control Devices (MUTCD). These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY
The work consists of the review, approval, and inspection of various permits issued by the Traffic Engineering Department. The need to be sensitive to businesses and residents’ concerns contributes to the complexity of the position.
SCOPE AND EFFECT
The purpose of this position is to ensure that applications are processed promptly and inspected for compliance with approved specifications.
